Mr. Deputy Speaker, Sir, those are social related issues. We, definitely, get recommendations for Board appointment from the people on the ground. We will look at the possibility of ensuring that we have a more education-friendly Board. I actually invite the hon. Member to come to my office so that we can discuss that particular issue and get a Board that is more friendly to the school. Mr. Deputy Speaker, Sir, first, I would like to thank hon. Baiya for bringing this Motion. There is a correlation between the cost price of any item and its selling price. When crude oil costs US$64 per barrel, the pump prices should be low. The current situation is that the price of crude oil has come down from US$100 per barrel to US$64 per barrel. Mr. Speaker, Sir, I beg to reply. (a) I am aware that all teachers in the country are deducted Kshs50 by NBK to have their salaries credited to their respective bank accounts. These are fees charged for transmitting teachers' salaries centrally to all banks and SACCOS where teachers maintain accounts using the electronic funds transfer. (b) For the year ended 30th June, 2008, the amount of deductions totalled to Kshs138,973,400. (c) The NBK, are the bankers for Teachers Service Commission. Mr. Speaker, Sir, I want to agree with the Member that Kshs138 million for transaction of teachers' salaries is a colossal amount. That is why my Ministry is looking at the possibility of that figure being reduced.

Mr. Speaker, Sir, there is a possibility that there are some contractual arrangements between the Teachers Service Commission (TSC) and the National Bank of Kenya October 23, 2008 PARLIAMENTARY DEBATES 2975 (NBK). I am determined to ensure that we do this as quickly as possible. It should not be later than three months from now in the event that we are not going to go against any contractual arrangements.
