It provides a framework for the establishment of systems for administration of ECD centres within the country. What was there before was a chaotic way of admitting our children to ECD centre. The systems and structures were as different as the owners of the centres. There was no standard way of administering the ECD centres. Whatever is written on that clean slate, be it matters of life, education or anything related thereto, is the responsibility of the teachers at that level. If proper foundation is given at this critical stage, then it will last a lifetime. I see a lot of good things in the Bill. This piece of legislation is very timely because it is dealing with public land. You will appreciate the issue of public land has been very contentious since 1963, when we got our Independence. view

I want to start by saying that it seeks to ensure that land that is given out whether by the Government or private individuals for usage as public utility, is ring-fenced or hedged against grabbing by those who have the appetite for land.
