  • 17 Oct 2007 in National Assembly: Thank you very much, Mr. Deputy Speaker, Sir, for giving me this opportunity. We have many youth in this country and the Ministry is new. It is headed by a young Minister! The Minister has brought this Sessional Paper to the House to address problems facing the youth. However, they are very many. Although we are training most of our youth in polytechnics, the Minister has not set out modalities in this Sessional Paper how the Ministry will assist the youth after they graduate from those polytechnics. What are they going to do after completing their studies? He has not ... view
  • 20 Sep 2007 in National Assembly: On a point of order, Mr. Speaker, Sir. The hon. Member has said that "the whole thing was okay". Would I be in order to ask the hon. Member to tell us what the "whole thing" is? view
  • 12 Sep 2007 in National Assembly: Thank you very much, Mr. Temporary Deputy Chairman, Sir. In the amendments that came in 2007, we said that the money for Kenya Roads Board should go to the constituencies. That money would then be under the Chairman of the Constituency Development Fund (CDF) and, being a Member of Parliament, and together with the Constituency Development Committee, they will maintain the roads to the best of their ability. Those are the people who run the affairs of the constituency. Mr. Temporary Deputy Chairman, Sir, this deletion is due to non-exposure of people who do not know the problem of roads ... view
  • 11 Sep 2007 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I would like to commend the Government for allocating more money to this Ministry. I would like to propose to this Minister that many people in this country have been killed by animals and no compensation has been paid to their dependants. I, therefore, request him to fence off the national parks and reserves and provide water for wildlife in order to prevent them from straying and killing our people. view
  • 21 Aug 2007 in National Assembly: Mr. Speaker, Sir, with all due respect, wildlife is, in one way or the other, a foreign exchange earner in this country. If we are not in a position to look after that wildlife, sooner or later it will disappear from this Republic. Could the Minister, on a serious note, look into the question of looking after every living wildlife because many people come from abroad to see that wildlife? The wildlife brings a lot of money to this country. Mr. Speaker, Sir, could the Minister look into that issue very seriously? view
  • 21 Aug 2007 in National Assembly: Thank you very much, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to contribute to the Vote of the Ministry of Water and Irrigation. Let me, first of all, thank hon. Katuku for having travelled to nearly every part of this country to address the water problems being experienced by the people of this country. This country has got a lot of water which goes to waste. We have many rivers which flow to the Indian Ocean and Lake Victoria without being utilized by the Ministry. For example, at the moment, there is flooding in Budalang'i because one ... view
  • 16 Aug 2007 in National Assembly: Mr. Deputy Speaker, Sir, is the Assistant Minister aware that every year the Ministry of Health sends some money to health centres, Kshs240,000, just to put up, maybe, some small fences in all parts of the district? Why can he not, as the Assistant Minister, prioritise in terms of what is much needed, rather than spend a lot of money on construction of gates? He should put up these necessary facilities! view
  • 16 Aug 2007 in National Assembly: Thank you very much, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to support those opposing this Motion. view
  • 16 Aug 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I said: "Mr. Temporary Deputy Speaker, Sir, I thank you very much for giving me the opportunity to support those opposing this Motion". That is my language. 3278 PARLIAMENTARY DEBATES August 16, 2007 There are so many Bills which are pending, and this is the Parliament which can pass them. A very good example is the Statute Law (Miscellaneous Amendments) Bill, which has not been disposed of to enable us go to the constituencies and do the job. In the Statute Law (Miscellaneous Amendments) Bill, there is an amendment relating to roads money, which we ... view
  • 16 Aug 2007 in National Assembly: The broom is near. Do not ever bring that word near hon. Kimeto because, hon. Kimeto will again, as soon as the term of this Parliament ends, vie for Sotik Parliament Seat to come back again to this House. How can I say at this time: "I am tired", while I want to come back to Parliament! No! That language does not augur very well. Mr. Temporary Deputy Speaker, Sir, I want to tell the Members of Government who have brought this Motion: "Let us finish up these things and have a break, so that we can come back to ... view
