We are still in the process of transition. This must be understood by everyone because we have not completed transition. It is not over yet. There is nowhere in the Constitution that it is said that you cannot extend the period of the term of the Transition Authority. I want to draw your attention to Article 15 which I was referring to earlier in my point of order. Section 15 (1) of the Sixth Schedule to the Constitution provides as follows:- “Parliament shall, by legislation, make provision for the phased transfer, over a period of not more than three years from the date of the first election of county assemblies, ... view

• 25 Feb 2016 in National Assembly: Members were expected to work with governors on an integrated basis, particularly on projects. We have Constituencies Development Fund (CDF) projects, Ward Fund projects, national Government projects and county government projects. There is nowhere those projects have been harmonized. There is nowhere party leaders have sat together to say: “This is an integrated plan for our areas.” This is part of the transition.
