Let us think beyond and not just for ourselves, particularly those who belong to the big parties like ODM, TNA and URP. Like Hon. Gichigi has said, you do not know what is going to happen tomorrow. You could be the smaller parties after the next elections. So, be very careful when you are voting on this one. Having said that, I would like to appeal to colleagues that for sustainability, think about how the parties sustain themselves if you do not want them to be funded. Temporary Deputy Chairman, I beg to move:- THAT, Clause 33 be amended by— (a) deleting the expression “counsellor, psychologist or psychotherapist” appearing in the opening statement and substituting therefor the expression “counsellor or psychologist”; (b) deleting the expression “counselling, psychology or psychotherapy” and substituting thereof the expression “counselling or psychology”.

On a point of order, Mr. Temporary Deputy Speaker, Sir. You have heard hon. Angwenyi say that nothing is being done by the people living around the lake. You know you are one of the representatives from the lake and you represent a constituency which borders the lake. Is he, therefore, trying to cast aspersions on the Chair or what?

Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me the two minutes to contribute. 4280 PARLIAMENTARY DEBATES October 2, 2007 I will start from the point where the Minister talked about the people who have looted and who should not come anywhere near the funds. It is the responsibility of the Government to implement recommendations of the PAC and the PIC. Mr. Temporary Deputy Speaker, Sir, you know that I always speak the truth and I do not fear even saying anything when I am asked to. This was hon. Gideon Moi! He came to the Committee while it was sitting and said: "Nyinyi mnamwaga mchanga kwa chakulachangu," over the Safaricom Limited and Mobitelea Ventures Limited issue. So, it is important that when we bring out these issues, they should be addressed.
