  • 26 Oct 2006 in National Assembly: Thank you, Mr. Speaker, Sir. Although I have not received a copy of the written answer, I beg to ask Question No.598. view
  • 26 Oct 2006 in National Assembly: asked the Minister for Water and Irrigation:- (a) how much money has been spent on administrative functions at the Nzoia Water Services Company since its inception; (b) how much loss has been incurred at the company during the financial year 2005/2006; (c) whether he is aware that there is rampant corruption and mismanagement at the company, which has led to persistent water shortage; and, (d) what the Ministry is doing to alleviate the water problem being October 26, 2006 PARLIAMENTARY DEBATES 3193 experienced by residents of Bungoma. view
  • 26 Oct 2006 in National Assembly: Mr. Speaker, Sir, in his answer, the Assistant Minister has not stated exactly what the problem is and what they are doing to tackle it. Reforms initiated in the water sector were intended to improve the supply of clean water to the people. This has not been the case, because the pipes in Bungoma will hardly have water for five minutes in one day. When such a company fails to ensure that people get water, just as Nzoia Water Company has failed, what action does the Ministry take to ensure that the situation is reversed? view
  • 26 Oct 2006 in National Assembly: Mr. Speaker, Sir, in his answer to part "b" of the Question, the Assistant Minister attributes the loss of Kshs14 million incurred to high operating costs arising from dilapidated infrastructure. I know that the management, led by the Board's Chairman, has 3194 PARLIAMENTARY DEBATES October 26, 2006 been involved in dubious activities. In fact, the Chairman is involved in a lot of other campaigns, other than ensuring that people get water. He is the one responsible for the losses incurred. Those costs must be attributed to the Board's Chairman. In view of the huge losses incurred by this Board, could ... view
  • 18 Oct 2006 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me the opportunity to contribute to this very important Motion. I want to state that I also join my colleagues in supporting this Motion which, obviously, is for the good of this country. I am supporting this Motion because the manner in which information in this country and the manner in which both public and private officers have conducted themselves in terms of handling of information has been very disappointing. You cannot over-emphasise the fact that even our own servants in this country at all the levels in the Ministries have ... view
  • 18 Oct 2006 in National Assembly: With those remarks, I beg to support. view
  • 18 Oct 2006 in National Assembly: Thank you, Mr. Deputy Speaker, Sir, for giving me this opportunity to contribute to this very important Motion on the Vote of the Ministry of Education. First of all, I wish to state that I support this Motion. I will not take a lot of time, I realise hon. Members present want to contribute to this Motion. I have various issues which I think are of concern to me as the hon. Member for Kanduyi Constituency. I am disappointed that the Minister, in his budget, did not provide funds for Kibabii Teachers Training College. The Chair is aware that I ... view

  • 13 Jul 2006 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to contribute to this very important Sessional Paper on the NGOs. I want to join my colleagues in supporting and calling for order and sanity within the NGO world. All of us have seen how NGOs have operated in this country. We have them operating in our respective constituencies. They purport to undertake various projects within those respective areas. They do receive funds from various donors for specific projects which they propose first 2110 PARLIAMENTARY DEBATES July 13, 2006 before they get funding. Normally, there is no control ... view
  • 13 Jul 2006 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. Where Mr. Moi is, we can always expect that! I was saying that we must provide very specific provisions to the effect that if any NGO fails to follow the laid down procedures and rules, it should be struck off. Even those NGOs which have received funding in the past for specific proposed projects which they did not undertake, must be made to account for it. Mr. Temporary Deputy Speaker, Sir, with those few remarks, I beg to support. view
