  • 3 Dec 2020 in National Assembly: Thank you, Hon. Speaker. The issue Hon. Duale has raised is very important. In fact, it is not only the direction of His Excellency the President, but we are also expected to utilise the funds appropriated to engage in activities that were proposed and approved by the Board. When you forwarded to me the provisions of what the President had directed, as Chair of the Committee, I had deliberations with Members of the Committee and the Board and came up with regulations and guidelines on how we would implement the presidential directive. We invited the Cabinet Secretary for the National ... view
  • 3 Dec 2020 in National Assembly: accounts. They have been writing demand notices and letters to constituencies to pay the KRA. The Cabinet Secretary requested for more time, but we had wanted to know what the Ministry was doing to ensure that funds have been released for obvious purposes. As things stand, there has been no disbursement in this financial year. We are halfway through the financial year and there has been no disbursement. What we received covered the arrears for the last financial year. That was about Kshs14 billion. Today, I was informed that, at the intervention of the Leader of the Majority Party, they ... view
  • 3 Dec 2020 in National Assembly: Let me explain. I have discussed with the Chair of Budget and Appropriations Committee and agreed that this has to be normalised by ensuring that there are funds provided for arrears and then disbursements for this financial year. I am hoping that we get additional funds in the course of next week to ensure that we are engaged when we are in the constituencies. view
  • 3 Dec 2020 in National Assembly: Ahsante, Mhe.

  • 26 Nov 2020 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, I wish to take the opportunity to second the amendment as proposed by Hon. (Dr.) James Nyikal. This is merely helping to ensure that whatever is passed by the House can be enforced. It is just to ensure that enforcement takes place, that whatever the House has resolved out of this Motion, is implemented. It is just to make it enforceable. Secondly, taking into account what we know, as a House and as a country, there will need to be planning for implementation of some activity of this requirement whose cost may be enormous. ... view

  • 26 Nov 2020 in National Assembly: Hon. Temporary Deputy Speaker, Members are missing the point. Those opposing this amendment are missing the point and we must clarify it. view
  • 26 Nov 2020 in National Assembly: Hon. Temporary Deputy Speaker, is it in order for the Hon. Whip of the Majority Party to stand here and state, where it is very clearly provided, that there is expected administrative programme to plan and specifically gradually provide for actions or things to be done including budget, and he says that this is out of order? Is he in order? view
