We have similar problems in Bungoma of de-gazettement of land from Mt. Elgon Forest. When it comes to the provisions of Article 63 of the Constitution where community and communal land is properly provided for, the people of Mt. Elgon who have lived in the moorland in Chepkitale where the forest cannot grow, where you cannot do any kind of farming… It is just grassland and the trees you find there are only shrubs. As had been explained earlier, this Bill seeks to provide for the procedure to be followed when filing petitions. It merely attempts to fill the gap that exists in our county assemblies in the manner in which public petitions are handled. view

I also want to point out that the assemblies are mandated by the Constitution in Article 185 just like the National Assembly is in Article 95 of the Constitution. They should not be harassed by the police. It is illegal for a rogue policeman from Mayanja Police Post to harass wananchi every day and collect large sums of money because of things which should be handled. This is one of the very straightforward legislative pieces. It seeks to accord clarity and an opportunity for people to file petitions at the county assemblies in a prescribed manner.
