Ababu Namwamba, who is a leader of one of the parties, came in and sought to speak. When you gave him a chance, he said he was catching his breath. He has now disappeared. He must be hovering around the House because he is a party leader. I can tell you that in the past, miscellaneous amendment Bills that have been brought before this House, have been used to sneak in a number of undesirable legislative pieces which went through without Members’ knowledge. Duale, what motivated the need to reduce the age from 18 years to 16 years. I have been looking at it. In my community, we value children and, therefore, we do not let them to be taken away easily by anyone. Not even by people who have done extraordinary things for them. The issue of adoption of children by foreigners must be controlled. Measures must be put in place to ensure that nobody just comes into our country to take a child to their country.
