First, I want to thank Members for the support they have given to this Bill. It has received overwhelming support except for a few instances where Members want to clarify something. I quickly looked at one of the cases of zero-rating. In economics, zero- rating to supply reverse to items that are taxable, but the rate of tax is nil on their input supplies. I would like to say that the budget-making process is a serious business for Members of Parliament. Because of my discomfort, I would like to suggest that on these proposed amendments, each item should be given a Vote on its own. We should vote for each one of them. We have so many problems regarding the transport system in our country. In fact, in dealing with this Petition, the members of the Committee should cover all the areas related to transport, including recommendations for a proper modern transport system. Even the rescue and fire brigade teams that rush to accident scenes are not properly equipped to help the victims. Kenyatta National Hospital is the only public facility with an emergency wing. Nicholas Gumbo be addressed. The Chairperson is seeking for the inclusion of these insertions into the Budget. Can he make it clear whether this was omitted? There was no provision for these activities being introduced by the Chairperson. Looking at those provisions, they are the real and substantive issues for which Parliament is here for.   • 9 Jun 2016 in National Assembly: are not forthcoming in many areas of Parliament. You go to the health club, there are no services. You claim for mileage, but there are no funds. These days we travel without allowances. If funds are being provided, where is the problem? The functioning of Parliament is not proper. These are the issues which must be addressed and sorted out in the Budget-making process. This is very important. Because of time, I would like to go straight to the point. Ranking is important because it does not only identify the performers, but it gives encouragement and motivates them to sustain good performance. It also identifies the areas which need to be improved. Where schools have not done well, we endeavour to identify the reasons for non-performance. Where we have done well, we reward and ensure that those that are doing well are motivated to keep up those performances. In short, I strongly support his Bill and commend my younger brother, Hon.
