(i) Could the Cabinet Secretary provide details of the amount of money paid to Kenya Power by each of the cement-manufacturing firms in the country per month for electricity power consumption in 2020 and 2021? (ii) Could the Cabinet Secretary also provide details of outstanding electricity bills attributed to each of the cement firms? (iii) Could the Cabinet Secretary explain reasons which have led to the decline in financial performance by Kenya Power? (iv) What specific measures has the Government initiated to return the company to profitability? Thank you, Hon. Speaker.

Thank you, Hon. Temporary Deputy Speaker. I rise to support this Bill for one reason. The health of the citizens of a nation depends on the environment of that country. This Bill seeks to assist us in cleaning our environment to protect our citizenry from being affected by diseases such as cancer. Let us clean our rivers and undertake proper waste management to avoid wasting a lot of money on treating diseases. Thank you.

Duale on the following grounds: The Registrar of the Political Parties is an office that regulates political parties. A coalition would be part and parcel of those regulations. We have to follow the IEBC timelines; that is why we had proposed that we put there a timeline of six months. We do not have enough time to the next general election. Thank you, Hon. Temporary Deputy Chair. In this country, we have institutions that regulate and others that manage. We cannot leave politics of this country and political parties to operate in a vacuum. We are strengthening the office of the Registrar of Political Parties to regulate political parties. The work of the IEBC is managing elections, not to regulate political parties. Look at the IEBC Act, it does not contain the section that we are trying to put in the Political Parties (Amendment) Bill. There is a regulator and a manager for elections. Thank you, Hon. Speaker for giving me an opportunity to also contribute to this Motion of Adjournment on insecurity in Laikipia County. The core business of Government is to protect the lives and properties of its citizens but that is not what is happening in Laikipia and other parts of the country. Listening to my colleagues’ contributions on this matter, there seems to be no synergy between national security intelligence and the operation on the ground. The level of deployment of security personnel and equipment in any area is informed by the prevailing security status of that area. At night, they deploy about 100 police officers in Nairobi’s Eastlands estates to just roam in bars and harass people and extort money from members of the public on the road over observance of Covid-19 protocols.
