I had an opportunity to interact with him when he was the Director of Operations to sort out among other things cattle rustling and insecurity problems of northern Kenya.   • 6 Dec 2012 in National Assembly: Madam Temporary Deputy Chair, I understand what the Minister is saying and I appreciate the provisions of the Constitution, but maybe he can clarify whether, for example, the kind of training that was given to some prospective candidates for election, like three months, will allow the teachers to be registered. I know very well that many of us after “A” Levels taught and we were very helpful in terms of impacting knowledge. Given the practicality of the gap between the number of trained teachers and the need in this country, we may be making a law that will be self-defeating. view

It states that the function of the management committee of a pre-primary institution shall be to provide a secure physical and psychological setting for the children.
