4 Dec 2012 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, it appears like everything has been crafted to ensure that Kenyans do not register as is required of them in law. The number of days are limited and even for those limited days the equipment is not available, in the words of the Assistant Minister himself. Even the equipment is configured in such a manner that it cannot take a lot of people. For example, from some of our constituencies, these people work in Nairobi and they are very serious about voting in their own constituencies. Could the Assistant Minister undertake to ensure that the ...

Thank you, Mr. Speaker, Sir. Given that the Minister has enumerated the purported misdemeanor on the part of the Commissioner, could he produce evidence of warning letters that have been issued to this officer before a final decision was made to terminate his services?

Mr. Speaker, Sir, in this country, we have always talked about impunity. Most of the times, when you see flair-ups between communities, Members of Parliament have been accused of incitement and have become an easy prey for the police. When there are laws in this country and the Government does not want to implement them, I do not know what that amounts to. As much as this matter is sensitive, I have a similar issue of an “uncalled for” boundary dispute with my good neighbours of Lagdera, which I have been following for the last six years. Provincial surveyors have ...

On a point of order, Mr. Deputy Speaker, Sir. Two weeks ago, following predictions by the Meteorological Department about the possible extended and heavy rains, I asked the Prime Minister to indicate to the House what precautionary measures they will take in case the rains will cause destruction of roads and floods. I also asked him to tell us what the related water bodies are doing. To date, he has not responded. I want to request for an indication when he intends to respond to this Statement.

Mr. Deputy Speaker, Sir, the issue cuts across Ministries. For example, the Ministry of Livestock Development and Marketing and the Ministry of Public Health because of the Rift Valley Fever. As long as the Ministry of State for Special Programmes will incorporate all those issues, I will have no problem with that.

Mr. Deputy Speaker, Sir, already, this country has gone through turbulent times. We are already having difficulties on matter of gender. We want to minimize the turbulence. I want to plead with hon. Members. They know very well that at the time we enacted the new Constitution, we had to come here and be quickly sworn in. I want them, in the same spirit, to allow this House to go the Third Reading so that we can finalize this matter. The rest can also be brought. If they want to bring further amendments, they can re-look at it. That way, ...

Mr. Speaker, Sir, I do agree with the hon. Member that this area is prone to insecurity; instead of the Ministry spending a lot of money chasing cattle rustlers, it is prudent that they take a preventive action. Could the Minister consider, now that it is just the beginning of the spending of the finances for 2012/2013, re-allocating some funds from Development Expenditure, so that we can have at least 20 officers in this place? In my view, it is too risky to have only four or five officers.
