  • 23 Mar 2021 in National Assembly: Thank you, Hon. Speaker. I stand to support this Petition by Hon. Duale. I congratulate him because this matter has now found itself on the Floor of the House. I call upon the House to rise to the occasion. view
  • 23 Mar 2021 in National Assembly: Double registration, as has been mentioned, is mainly done because of economic gain. It is not something of their own making, there has been a task force before and a report was given to the Government. Unfortunately, that has not been resolved. The issue about ID cards has been a thorn in the flesh of the people of the greater northern Kenya. Youths do not have IDs thus they cannot get jobs and cannot have education. I encourage the Committee to look into this matter and come up with solid recommendations. Even after formation of a task force nothing has ... view
  • 3 Dec 2020 in National Assembly: Thank you, Hon. Speaker, for the opportunity. I am fully aware that my statement and such kinds of engagements are measured. I have served in the Kenya Defence Forces (KDF) at a very senior level and so, I know what I am talking about. Both our country and Somalia are two neighbouring states that cannot live without one another. We are joined at the hip. These little diplomatic spats should not make it look like we are enemies. So, my plea to our Government is that we need to resolve this matter as quickly as possible. We have trade that ... view
  • 3 Dec 2020 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. First and foremost, I want to start by saying that I fully support this Motion which is about the African Charter on Democracy, Elections and Governance. Basically, it is an initiative by the African Union. The aim of this Charter is to provide African solutions to African problems. There are a number of Articles in the Charter that dwells mostly on the issues of governance, human rights and elections. Of course, this thing was adopted by the African Union in 2007. We have actually delayed for some time now. It is very unfortunate, but ... view
  • 3 Dec 2020 in National Assembly: The most important part of this thing is the issue of governance and elections. Currently in this country, we are talking about amending parts of the Constitution. Why are we amending this part of the Constitution? It is because we have seen problems that have bedeviled this country earlier on with the issues of elections. Elections happen and then, all of a sudden, we have conflict, chaos and people known to say ‘I won’, and others saying ‘I have not lost’. So, the whole idea is to ensure that we strengthen the issue of governance. view
  • 3 Dec 2020 in National Assembly: This Charter also talks about independence and holding governments to account. I have noted that it specifically talks about the independence of the Judiciary. The jury is still out there. What do we mean by the independence of the judiciary? In the BBI structure now, different individuals are interpreting the issue of the independence of the Judiciary differently. But this Charter advocates and guarantees the member States to ensure that the judiciary is independent. One of the things that BBI is focusing on is the issue of the Ombudsman. How independent is it? Is it independent in terms of appointment ... view
  • 3 Dec 2020 in National Assembly: Thank you very much. view
  • 26 Nov 2020 in National Assembly: Thank you, Hon. Deputy Speaker. I also rise to support this Motion. It is important to look at the distribution of those registration centres in the country. Indeed, it is sad to note that the distribution of those centres is not fairly done all over the country. The criterion used by the Department in establishing those offices is really wanting. As I speak to you, my constituency is 300 kilometres from the county headquarters. I have three sub-counties in my constituency and I have no registration centre. Indeed, I have visited the office to share this issue with them on ... view
  • 26 Nov 2020 in National Assembly: I will contribute. I will conclude. view
  • 26 Nov 2020 in National Assembly: I am obliged to raise this because, at times, you will only get opportunity to share the unique difficulties you are facing in your constituency when you get similar Motions on the Floor of this House. You will be obliged to share with your colleagues the difficulties you are undergoing only when Motions of these kinds arise. view
