  • 29 Apr 2015 in Senate: On a point of order, Mr. Temporary Speaker, Sir. We also need clarity on Order No. 9(ii) and (iii). What happens to these items since the Movers are different? view
  • 28 Apr 2015 in Senate: Mr. Speaker, Sir, when the National Assembly was debating the Bill, one of the questions that they asked their leaders was whether the Senate had indicated where the Kshs7.7 billion would come from. When we were debating in the Senate we realigned the Budget and agreed where the amount would come from. I remember Kshs2.5 billion came from the national irrigation. Therefore, when we sent our Message to the National Assembly, the leadership of the National Assembly edited our report. They did not table the exact report that we sent them. This is because I remember most Members of the ... view
  • 9 Apr 2015 in Senate: Thank you, Mr. Deputy Speaker, Sir. I also rise to support the Report and to also thank the Committee for I know they have done very extensive work. I also want to thank all the stakeholders who attended the public hearings. Mr. Deputy Speaker, Sir, it is time we gave a very clear recommendation to the CRA, that it will be prudent if every December we receive their recommendations on this Bill because that is what the Constitution says. We are hoping that this year we shall start on a new slate and ensure that within Article 216 of this ... view

  • 2 Apr 2015 in Senate: Mr. Deputy Speaker, Sir, I want to thank all those who contributed on the issue of ceilings. I remember when Sen. Omar requested for a Statement on this issue, there was heated debate. While we now agree, as the Senate, that we shall approve the new ceilings on allocations to the county assemblies, we request the CECs for finance and clerks of the county assemblies to consult and ensure no county assembly will be closed because of lack of resources. I want to plead with the CECs for finance that while they carry out their mandate, they should ensure that ... view
  • 2 Apr 2015 in Senate: On a point of order, Mr. Deputy Speaker, Sir. Pursuant to our Standing Order No. 54(3), I wish to request that we defer putting the Question to another day due to lack of numbers. view

  • 2 Apr 2015 in Senate: Thank you, Madam Temporary Speaker. I also support the adjournment of the Senate and also send my sincere condolences to all the bereaved parents all over the country, because these are students who come from all over the country and not just from Garissa. As Kenyans, let us come together at this moment and stand as a country without speculating and bringing in politics that will divide us more. We know that what has happened can divide us, as a country. As Christians as we go for Easter, we stand and say that we condemn the attack. Having said that, ... view
  • 2 Apr 2015 in Senate: Madam Temporary Speaker, I have not profiled. I said that as a country, we must protect the refugees, but we must also look at a way of ensuring that while we protect them, our own people of Kenya should not cry over incidents like what is happening in Garissa. Therefore, people should not take advantage of the situation that we are in and the loopholes that we have within the same scenario that we are facing, to attack us. We do not need that as a country. I would like to salute Nigeria. We must come up in the same ... view
