This is an Act of Parliament which was, indeed, established way back in September, 1964 as an Act under Chapter 208 of Laws of Kenya. It was charged with the function of training of youth citizens to serve the nation and the employment of its members in tasks of national importance and in the service of the nation. While I want to agree with Dr. Zani, it is important for the Speaker’s Office to guide us on whether there was concurrence on the same and if we should proceed with her Bill. While I want to agree with Dr. Zani, it is important for the Speaker’s Office to guide us on whether there was concurrence on the same and if we should proceed with her Bill. Is it possible for him to do so in one week because it has taken a while and you can see there are already challenges? Even Nairobi County last week decided to borrow again another Kshs4 billion and when you look at their status, it is very wanting.
