  • 4 Mar 2014 in Senate: Thank you, Mr. Deputy Speaker, Sir. As I had said, I had proposed an amendment, by deleting the words “and against those suspected of complicity in the coup attempt of August 1982,” appearing between the word “trial” in the seventh line and a semi-colon in the eight line. Mr. Deputy Speaker, Sir, I propose this amendment based on the debate that we have just had. We have gone beyond the coup and are looking at issues that are dealing with Kenneth Matiba, Charles Rubia and many others, some of whom are still alive. Therefore, if we are talking about the ... view

  • 4 Mar 2014 in Senate: On a point of order, Mr. Temporary Speaker, Sir. While I appreciate the Mover replying, I wish to seek your guidance. When you look at the amended Motion it is in conflict with the last paragraph where we are saying, “the Senate calls on the The electronic version of the Senate Hansard Report is for information purposes only. • 27 Feb 2014 in Senate: Mr. Speaker, Sir, I just wanted to seek your guidance in terms of looking at the Committee on National Security and Foreign Relations and the issues that have been raised, you realize that the Government used the Ministry in charge of Devolution to deal with issues of IDPs. Will I be in order to request that while he looks at it from the internal security side, he should also look at the Ministry in charge of Devolution and what they have done so far? view
  • 26 Feb 2014 in Senate: Thank you, Mr. Speaker, Sir. I also rise to support this Motion on the Report. For many years in our country, we would say that God has really blessed us. But one of the challenges we always face is; when we bring in our own personal interest, then we find that we prolong most of the blessings that we are given until they become curses. But I want to thank the Standing Committee on Energy, Roads and Transportation that is now trying to follow up and look at these resources that God has given us. • 26 Feb 2014 in Senate: Mr. Deputy Speaker, Sir, I also rise to support this Motion. First, I want to thank the Members who were in the two committees. I believe Sen. (Dr.) Khalwale and Sen. Okong’o have done us proud in terms of delivering their duties. But it is also important to understand that while I know the Senator of Kakamega County is not in any of those committees, this House--- view
  • 26 Feb 2014 in Senate: Mr. Deputy Speaker, Sir, I know that. That is what I was coming to next. It is important that if this House, indeed, respects the rule of law, then we must respect the Political Parties Act. Let us be very clear. If we had gone beyond the punishment of the Act that is Section 14, it means that we would have had to dewhip and say: UDF goes out of the coalition and we would have gone very far.” But because we also respected that in terms of the interests of the people, it is important. This must follow to ... view
  • 26 Feb 2014 in Senate: Mr. Deputy Speaker, Sir, I want to tell the Senator that I am not confusing this country. There are two ways in a coalition; either before or after. This is in the law. I am very right that the law is very clear. That is why we are able to sign the coalition after the elections or else those coalitions do not bind. Mr. Deputy Speaker, Sir, having said that, it is important that we look at our committees. There is a lot of work that is coming. We have to be responsible. Even those who want to be chairs ... view
  • 25 Feb 2014 in Senate: Mr. Speaker, Sir, I also rise to support the list with the names of the Committee Members. This Committee has a team that has worked very closely to ensure that business within the Senate is generated and taken care of. As we move on, one of the things we will have to work on is to ensure that more Bills come to the House. I am sure that this team will ensure that this House will have serious business, and not just Motions, as we move on. We will also have to ensure that we complete our duty of revising ... view
  • 14 Feb 2014 in Senate: Thank you, Mr. Speaker, Sir. From the outset, I want to support this Motion and thank the Committee for, indeed, making us proud in this House. It is unfortunate that, indeed, the Governor of Embu could not, at least, consider Article 73 of the Constitution that requires him to be consistent with the purpose and objects of this Constitution and also his responsibility to serve the people rather than the power to rule. Indeed, the Governor used his power to rule. The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report ... view
