  • 11 Oct 2016 in Senate: Thank you, Mr. Temporary Speaker, Sir. I thank all the Members for their contributions. I welcome constructive criticisms. That is why it is called peace. Anyone who has done peace and security, we always say, “in each way, there is peace”. I plead with the Senate Minority Leader that we are not creating projects of peace. The purpose of the amendment is to ensure that we can monitor these peace projects because they are already there. Many people say they are doing peace projects. You talked about Ksh400,000 that was given to the IDPs. If we had a monitoring structure, ... view
  • 4 Oct 2016 in Senate: Mr. Temporary Speaker, Sir, I rise to support The Public Appointment (Parliamentary Approval) (Amendment) Bill (Senate Bill No.9 of 2016). You will realise that for the past four years, we have had different appointments that have taken place in our country. The Senate is a parliamentary institution that also works very closely with different appointees that we have today. These include the Cabinet Secretaries (CS), parastatal board members and many others. Considering the work we do, we have to relate with others and keep the relationship. Mr. Temporary Speaker, Sir, you will realise that most of the time when you ... view
  • 14 Sep 2016 in Senate: Mr. Deputy Speaker, Sir, I would want both the Governor’s side and the County Assembly to clearly give clarity to the people to tell them because four months down the line you have not done your budget, you have not done your appropriation and we are now in September. When will this county start its work? How will you ensure all your workers, especially your health workers are not going to go on strike? Secondly, the Governor to explain to us what happened to the CEC of Finance who was from the Treasury and therefore definitely he was a competent ... view
  • 8 Sep 2016 in Senate: Thank you, Mr. Speaker, Sir, on a point of order. I appreciate the fact that my leader is a presidential candidate because I saw him launching his bid. But is he in order to say that indeed the headquarters of Jubilee is the fruit of stealing of Eurobond money while he is also a presidential candidate who is going to use businessmen in town and good friends in town? Will they also be the beneficiaries of Eurobond for the money that he is going to use to campaign? Is he not directly so a presidential candidate and he is about ... view
  • 8 Sep 2016 in Senate: Mr. Speaker, Sir, I also thank you for the direction. Indeed, it will be an opportunity to understand a plenary process. As an institution we need to be very careful, so that we deal with the matter with decorum. After reading the allegations, the clerks should guide us through questioning. We should set rules that will confine us within what we received from the county assembly, so that we do not personalize issues and make the session a theatre. It should be serious business that will make people appreciate the Senate as a House that can deal with matters. view
  • 5 Aug 2016 in Senate: Thank you, Mr. Speaker, Sir. First, I want to thank the Senator for bringing the Motion. Indeed, this Motion will ensure that we disburse funds to the counties. The Schedule will for the time inform the counties and guide the Senators regarding how the National Treasury will disburse monies every month. Whenever there is a delay in disbursement of monies to any county, the respective Senator will be able to follow up. Having said that, it is worrying that while we are disbursing all these monies to the counties, we do not see a lot of impact. I want to ... view
  • 27 Jul 2016 in Senate: Mr. Speaker, Sir, I also took an undertaking. When I went to the Ministry, I was told that at that time, they were going to Addis for a meeting. Therefore, they requested to be given time to give us the answers when they come back. view
  • 27 Jul 2016 in Senate: Mr. Speaker, Sir, I think it is important to give an answer as it is. I was sent a week ago and I went. The key person who is supposed to come and be interrogated to answer all the questions you are asking is the Principal Secretary for Health, Dr.Nicholas Muraguri. He was not around. If he is back today, then we can order that he be in this House on Tuesday in a kamukunji to be interrogated by the Members. At the time I went there, he was not there. He had left with the First Lady. view
  • 21 Jul 2016 in Senate: On a point of order, Mr. Speaker, Sir. view
  • 21 Jul 2016 in Senate: Thank you Mr. Speaker, Sir. Mine is just to remind the Chair about a month ago, I requested for a statement to understand why, for the last two to three years, the Administration Police (AP) have not been promoted. If that is answered, it will divide the country and the conflicts that we have been seeing in between the “blue force” and the APs. view
