  • 5 Jan 2022 in National Assembly: Even the technical man from the ICT came and realised that I could not vote. Are we sure of what we are doing in this House? view
  • 17 Nov 2021 in National Assembly: Thank you, Hon. Deputy Speaker. I rise to ask Question No. 328/2021, to the Cabinet Secretary for Transport, Infrastructure, Housing, Urban Development and Public Works: (i) Noting that the cost of transporting a twenty-foot container from the port of Mombasa to the Inland Container Depot in Embakasi, Nairobi County, costs about Kshs110,000, could the Cabinet Secretary explain why the cost of transporting goods through the Standard Gauge Railway (SGR) is higher compared to the cost of transporting similar goods by road to other premises in Nairobi? (ii) Could the Cabinet Secretary state when Kenyans will start benefiting from the advantages ... view
  • 11 Nov 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity to also contribute on this Motion. I thank the Committee on Implementation though as my other colleagues have said, I equally have reservations on this Report. The cardinal responsibility of this House is to protect Kenyans and we have no any other explanation to that. Irrespective of who petitioned, whether there was one or none, it is the responsibility of this House to protect Kenyans and the environment. I happened to be a Member of the Departmental Committee on Environment and Natural Resources when this Petition came before us. ... view
  • 11 Nov 2021 in National Assembly: I have not seen the guidance the Chairman has given me though he is my friend. I have taken note of what he has said. However, I want to be honest with myself. Part of this Report says that they are going to improve. That means they have not satisfied the environmental issues 100 per cent. Therefore, my worry is, now that we only have six active months left: who will help these Kenyans to make sure we have a 100 percent compliance of environmental issues? We had an issue of air pollution. You heard what Members said about children ... view
  • 19 Oct 2021 in National Assembly: Thank you Hon. Speaker. I support the Petitioners of Livestock Producers of Kiambu. Despite the fact that this country is rich agriculturally, we have done poorly in protecting our farmers. Hon. Speaker, expect many more petitions coming your way because we have left farmers on their own. How many times have we complained that eggs from South Africa are cheaper than our local eggs? How many times have we complained that tilapia fish from China is cheaper than that from Lake Victoria? How many times have we complained that sugar from Uganda and Brazil is cheaper than that produced in ... view
  • 13 Oct 2021 in National Assembly: On a point of order, Hon. Temporary Deputy Chairman. view
  • 13 Oct 2021 in National Assembly: Thank you, Hon. Temporary Chairman. In as much as we have moved up to Clause 38, we had some clauses that we had not resolved. I am speaking on behalf of Hon. Oundo, who had pointed out some typos in Clause 36 and he was very specific. We left the matter hanging, but Standing Order No.152 (3) gives us a solution in terms of what we need to do because it is very clear. It reads as follows: “At any time before the certification of the Bill, the Speaker may correct formal errors or oversights therein without changing the substance of ... view
  • 13 Oct 2021 in National Assembly: Thank you Hon. Temporary Deputy Chair. You will agree with me that New Clause 15 A is attracting a lot of reaction and I think this is where we have had a very big problem from the previous experience. Therefore, I want to request the Chair to be very careful on what he puts here because it will determine how we handle this sub- sector. We have also had an issue with the way sugar is imported and the manner in which it is The electronic version of the Official Hansard Report is for information purposesonly. A certified version of ... view
  • 13 Oct 2021 in National Assembly: handled. Sometimes, we import bulk sugar which is exposed to moisture in the ocean. In the process, even if it would have met the standards at the point of origin, it gets contaminated. That is how we got mercury in sugar. We must be very specific that sugar must be imported in bags that are marked by the manufacturing company. This clause must be very clear. We should not leave the statement on Kenya Bureau of Standards (KEBS) hanging. I have heard what Hon. Pukose has said. It must be approved by KEBS. It should not be a matter of ... view
  • 13 Oct 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. Allow me to join my colleagues who have supported Sessional Paper No.1 of 2021 on the National Water Policy. It is embarrassing that after 60 years of Independence, we are still talking about how to manage our natural resources including water. Yesterday, our colleague, Hon. Aden Duale, came up with an Adjournment Motion to address issues of drought in the Eastern and North Eastern parts of Kenya. This tells you that besides the number of sessional papers, frameworks and the policies we have had, we still have a big problem in this country in ... view
