  • 23 Nov 2016 in National Assembly: Thank you, Hon. Deputy Speaker. It is unfortunate that the Chairman and the Vice-Chairman are not here with us. However, I want to confirm what Hon. Maanzo has said. It is true that the Departmental Committee on Justice and Legal Affairs has been looking at this Report. It was unfortunate that immediately you made that ruling, we also went on a recess for two weeks in which case Members went back to their constituencies. We have since re- looked at that Report and very soon we shall lay it on the Table. Usually when the Speaker makes a ruling, there ... view

  • 26 Oct 2016 in National Assembly: On a point of order, Hon. Deputy Speaker. I want to correct the amendment. view
  • 26 Oct 2016 in National Assembly: There is a wrong name. You know when we are amending it, it must be correct. I am aware that when Hon. (Dr.) Ottichilo was proposing the names of the Members to be added, he proposed a Mr. Mohammed Duale. I am a Deputy Whip and on record, I do not have any Member of Parliament--- view

  • 26 Oct 2016 in National Assembly: Thank you, Hon. Deputy Speaker. I would not want to appear like I am opposing Dr. Ottichilo. But this is just for the mere fact that the issue of Genetically Modified Organisms (GMOs) has been exhaustively handled by the Departmental Committee on Agriculture, Livestock and Cooperatives. The taskforce that was constituted by the Ministry of Health appeared before the Committee three times. Researchers from the University of Nairobi (UoN) and Jomo Kenyatta University of Agriculture and Technology (JKUAT) appeared before the Committee. The National BioSafety Authority (NBA) also appeared before us twice, if my memory serves me right. Therefore, I ... view
  • 26 Oct 2016 in National Assembly: If that report came to the House, I am sure among the resolutions that had been adopted was that the Government should allow non-ingestive GMO products. I remember very well because we have Bt Cotton and some GMO trees which the Government, according to that report or the resolutions, had allowed as we continue with research. The Government should now allow non-ingestive GMO products, so that those which are ingestive like maize that he was talking about, undergo further research. Another thing he may have mentioned here and I want to correct is that this taskforce stopped research on GMOs. ... view
  • 19 Oct 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me the opportunity to add my voice on this Motion that was ably moved by Hon. Mwinyi and seconded by Hon. Gunga. For one to move this kind of Motion, one must have experienced the issues raised there or must be very close to the constituents. You do not come across this issue every other time. • 19 Oct 2016 in National Assembly: I want to take this opportunity to thank His Excellency the President for hosting the law enforcement agencies at State House, Nairobi and pointing out the weaknesses they have had over time. This is one of the cases where we have had weak enforcement. The P3 Form should be in the custody of the MOH. If one has been involved in an accident, the first point of call is a health centre. It should be the prerogative of an MOH to assess an injury suffered by a victim and determine whether the case qualifies for one to be protected by ... view
