  • 23 Jun 2020 in National Assembly: Thank you, Hon. Speaker. Pursuant to the provisions of Standing Order No. 42A (5), I rise to ask the Cabinet Secretary for the Ministry of Labour and Social Protection: (i) What is the criterion used in identification of elderly persons who benefit from the Cash Transfer Programme in the country? (ii) Could the Ministry consider ensuring that all the elderly persons aged 70 years and above are fully enrolled into the Pesa Kwa Wazee Cash Transfer Programme including more than 500 persons aged over 70 years in Mumias East Constituency who are currently not beneficiaries of the said Programme? view

  • 23 Jun 2020 in National Assembly: Thank you, Hon. Deputy Speaker. For starters, I have been a Whip in office for the last 12 years, eight of which I worked under Hon. Duale. I take this opportunity to thank him for the time and support he accorded me. I also want to quickly remind him that the Jubilee Government belongs to us. It is us who elected the President to the seat he occupies today. Please, as he goes out, let him recover. I know he can recover quickly because even in the 10th Parliament he was… The electronic version of the Official Hansard Report is ... view
  • 23 Jun 2020 in National Assembly: Thank you, Hon. Deputy Speaker. I just wanted to mention, as I finish, that I know Duale very well. He recovered very fast when he was sacked as an Assistant Minister. I know he will recover quickly even now. I have already recovered. I am also seeing some benefits that you do not have to come to the Chamber the earliest. You can also do your other businesses as you look forward to things that affect your constituency and the nation at large. Therefore, I thank you and welcome you again. • 11 Jun 2020 in National Assembly: Thank you, Hon. Speaker. Pursuant to the provisions of Standing Order 42A (5), I rise to ask Question No. 56 of 2020 to the Cabinet Secretary for Transport, Infrastructure, Housing, Public Works and Urban Development: (i) Could the Cabinet Secretary explain why the construction of Ibokolo-Shianda- Malaha-Navakholo Road in Kakamega County, that was launched in 2016, has stalled? (ii) Could the Cabinet Secretary indicate when the said project is expected to resume and when it is expected to be completed? I thank you, Hon. Speaker. view
  • 6 May 2020 in National Assembly: Thank you, Hon. Speaker. Let me take this opportunity to also thank the Chair for the responses and quickly add that I would not really want to blame him, because it is a copy and paste exercise. It is surprising that the Ministry is not taking their work seriously. In the response, the Ministry indicates that the opening for second term has been rescheduled by one month, effective 4th May. This is the response from the Ministry yet the Ministry has already announced that it has rescheduled opening to 4th June. This is the response to The electronic version of ... view
  • 6 May 2020 in National Assembly: both Hon. Sabina’s request for Statement and to my request. I think it is very unfair that the Ministry could be giving us wrong information. I would not want to belabour a number of supplementary issues because they are more or less similar to what Hon. Sabina raised. I would just want to insist that not all students have the opportunity to go through virtual learning. As Hon. Sabina rightly pointed out, you need money to even buy batteries, so that you can access radio learning. Therefore, I think it is important that we meet the Cabinet Secretary. He is ... view
  • 6 May 2020 in National Assembly: Thank you, Hon. Speaker. I rise to react to the response on the statement sought by Hon. Chris Wamalwa on the sacking of Dr. Lutomia. • 6 May 2020 in National Assembly: want to declare that Dr. Lutomia comes from my constituency. It is about two weeks since Dr. Lutomia was dismissed. view
  • 6 May 2020 in National Assembly: Whether it is dismissal or demotion, it does not make any difference! Even if he was demoted, the Chairperson must respond. If this House goes by its business Calendar, we will have to wait for another four weeks for the response to be given. This will be very unfair because the country is waiting for answers. Just like Hon. Wamalwa has said, responding to why you sacked or demoted someone is not a research issue where you will have to wait to mix chemicals and find out the reaction. view
