The Kshs10 million they paid was more or less like a gift of a big cheque. Cess is calculated on a particular percentage---

Mr. Temporary Deputy Speaker, Sir, these growers make Kshs70 billion in a year. Could the Minister tell us whether the Kshs10 million was on a particular percentage? Kshs70 billion would have amounted to Kshs140 million if calculated at 2 per cent which is the lowest rate you give.

Mr. Temporary Deputy Speaker, Sir, I would like to thank the Minister for the answer. However, it is normal practice that companies that do business in a particular area pay back to the community with corporate-social responsibility. Thank you, Mr. Speaker, Sir. In fact, hon. Wamalwa has asked what I partly wanted to ask. However, I want to add that we are in the process of making a new Constitution in this country. Mr. Speaker, Sir, I would like to take this opportunity to thank the Assistant Minister for the answer. However, I would like to notify him that the Mr. Wesonga does not need this money for investment only. He is also very sick and from the retirement benefits he would like to pay his hospital bills. What is the role of the TSC officers he has said he has posted in all the districts? What do they do if they cannot advice the retiring teachers about what to do? The Assistant Minister has talked about the KRAâs Tax Clearance Certificate. The ...

Mr. Speaker, Sir, the Assistant Minister is aware that Mr. Wesonga is not only asking for his retirement benefits, but also for his salary for a whole year. From his answer, he is telling us that you paid him by cheque. Could he table a copy of that cheque and tell us when it was paid or give us the cheque number? As far as we concerned, there is no cheque that was paid.

Madam Temporary Deputy Speaker, this country has laws and regulations governing elections, campaigns and debates, for that matter. In this case, the Constitution campaign is being managed by the Interim Independent Electoral Commission (IIEC). What has he done as the Minister in charge of security because these campaigns elicit insecurity? What has he done to make sure that these regulations have been adhered to? As we know, he has allowed both sides of the divide to go ahead ...
