Let me start by saying that the process under Committee of the whole House in amending this law may need to be relooked into so that all proposals amending a particular clause are moved and then looked at the same time. Just by the aspect of the Chair moving first, many Members are already committing themselves to support the Chair while they have not heard the reasons why we are moving our amendments.
