Thank you, Hon. Temporary Deputy Chairman. It is like you picked my brains. I want to agree with you that the Committee’s position is not absolute. Many times, when a report has been tabled by a Committee, the Committee of the whole House looks at it to see its merits and demerits. The issue that the Chair has raised is not the first time it has come up. We realise that many Chairs of Committees do not agree with statute law miscellaneous amendments. We need to agree as a House on the route we need to take. If Chairs are ...

He is interrupting me. I have been keenly listening to the way we ask Questions in this House. Hon. Speaker, I just want to find out from you, with your permission, if there is any logic for a Member who sits in a Committee that oversees a certain Cabinet Secretary to ask him or her, a Question. I do not know whether I am making sense. For example, I am a Member of the Departmental Committee of Environment and Natural Resources or Departmental Committee on Agriculture and Livestock, then, I ask a Question as a Member of this House yet, ...

Asante sana, Mhe. Naibu Spika.

Thank you, Hon. Temporary Deputy Speaker. I want to join the Leader of the Majority Party and to an extent the Leader of the Minority Party in thanking those Members who have actively participated in this Bill. I want to encourage those of us who know the importance of this Bill to come tomorrow at 9.30 a.m. There was a Procedural Motion today in the afternoon. Chances are that Members may easily forget to come to the Chamber because it will be a Thursday Morning. I wanted to use this opportunity to remind Members that tomorrow in the morning at ...

I thank you, Hon. Speaker. I also want to add my voice. It is a tradition of this House that whenever we debate a Bill, it also compares with the Committee’s opinion. This kind of Bill has involved quite a number of other Committees. Therefore, it may not have been necessarily that one Committee wrote a report that the House has to compare with. Therefore, we need to treat it the way we treat other Bills. Just like Hon. Wamalwa said, even if the Committee has a different opinion, the House can still decide otherwise. Therefore, if the Committee of ...

Yes. Thank you, Hon. Temporary Deputy Speaker. I have been listening keenly to my brother, Hon. Osoro, as he is giving his contribution. I was wondering whether he is contributing to a Bill that is before this House or he is meant to be responding to what the Leader of the Majority Party said. In the course of his contribution, he touched on a live wire when he mentioned about whipping. I am the Whip of the majority side of this House and I assure this House that when it comes to whipping, it is none other than Hon. Benjamin ...
