  • 23 Oct 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I have sat through the entire debate on this Bill. For the information of Members, in the 11th Parliament, I was a Member of the Departmental Committee on Agriculture and Livestock together with Hon. Maanzo and we thoroughly went through this Bill. view
  • 23 Oct 2018 in National Assembly: If Members remember very well, this Bill was passed here. This House made its opinion on this Bill, but when it went to the Senate, it had a problem. It is good the Senate has thought through it and given it back to us. It is important for this House to look at what we had approved earlier and then decide. view
  • 23 Oct 2018 in National Assembly: Members have spoken a lot about storage, which is supposed to save us on post-harvest challenges. Members have also talked about giving farmers an opportunity to store grains as they speculate on prices. The Member for Kitui spoke on the bumper harvest of green grams and pigeon peas which they had. I also heard a colleague speak on something different about the storage of apples in South Africa which takes about eight months. He proposed that we should replicate the same for our English Potatoes so that we can store them for a longer period as we speculate on prices. view
  • 23 Oct 2018 in National Assembly: Therefore, all said and done, we heard what Hon. Eseli and the Member who have spoken last have said. We appreciate they come from maize growing zones, but it is high time they consulted with the Departmental Committee on Agriculture and Livestock so that they that can read from the same page. I have heard Members speak on corruption. I was left wondering because some people who spoke on it do not qualify. It is an issue we can discuss at length. You cannot speak about corruption while you were corrupt the other day. Therefore, I want us to be ... view
  • 23 Oct 2018 in National Assembly: I want to withdraw, but of course, the culprit has heard me. I, therefore, wish to reply and request you under Standing Order No.53(3) to postpone putting of the Question to a later date. Thank you, Hon. Temporary Deputy Speaker. view
  • 18 Oct 2018 in National Assembly: Hon. Speaker I was rising for us to go to the Committee of the whole House. The electronic version of the Official Hansard Report is for information purposes only. Acertified version of this Report can be obtained from the Hansard Editor. view

  • 17 Oct 2018 in National Assembly: THAT, aware that several buildings in Government secondary schools in the country have had fire incidences this year, many of which being arson incidents attributable to students’ delinquency; further aware that learning in the affected schools has been severely interfered with; disturbed that the number of students arrested for allegedly burning or conspiring to burn school buildings around the country continue to rise; cognisant that these students are aged below eighteen (18) years and, therefore, fall under the category of juvenile offenders; further cognisant that Article 53(1)(f) of the Constitution provides that every child has the right not to be ... view
  • 17 Oct 2018 in National Assembly: Hon. Deputy Speaker, rehabilitation schools are sometimes known as approved schools. I developed interest in bringing this Motion after I got some information from Vigilance House, Police Headquarters which showed records of school unrest and students who have been arrested in prisons between the year 2016 and 2017. view
  • 17 Oct 2018 in National Assembly: I also have records of students who have been arrested in schools between January and 15th October 2018. If you allowed me, I would quickly cite a few schools whose records we have. For example, students were arrested from the following schools: Karama Boys High School in Meru, 11 students; Kavengero Mixed Boarding School in Embu, one student; SA Kinyui Boys High School in Machakos, three students and 13 students from Maliera School in Siaya. view
