Hon. Temporary Deputy Speaker, for the sake of HANSARD I wish to correct that this is Order No.8 because the Supplementary Paper has not been drawn to make the changes. I made a request which the Speaker allowed that we debate Order No.10 and then go back to Order No.8.

The justification of going to Order No.10 was that the Report on Urban Areas and Cities (Amendment) Bill had just been tabled. As we speak, many Members have been approaching me and requesting for more time to look at this Report so that they can debate this Bill from point of information as cited by the Departmental Committee on Transport, Public Works and Housing. Thank you, Hon. Temporary Deputy Speaker. Again, like I said earlier, there is a bit of confusion between the Warehouse Receipts System Bill (Senate Bill No.10 of 2017) and another Bill of the same title but originating in the National Assembly. We already have a Report on the Bill originating in the National Assembly but what appears on the Order Paper is the Senate Bill No.10, in respect of which there is no Report. Thank you, Hon. Temporary Deputy Speaker. I wish to request that Order No.13 is stood down because the Committee has not written a Report yet. We had set standards even in previous debates that we need a Report to be tabled so that Members can discuss or debate this Bill with the opinion of the Committee in mind. Therefore, I wish to request that we stand down this Order No.13, which is the County Governments (Amendment) Bill (Senate Bill No.11 of 2017).

Hon. Chairman, I just want to urge Members that the fact that we have gone into the Committee of the whole House to consider the Division of Revenue Bill Members does not mean that they must walk out. We need quorum in the House to be able to prosecute all the business on the Order Paper so that we can proceed on recess.
