  • 21 Jun 2018 in National Assembly: The Committee met this week at the rise of the House to prioritise business for consideration. Members will recall that last week, we passed the Budget Estimates in the Committee of Supply. In this regard, the Chairperson, Budget and Appropriations Committee, has confirmed that the Appropriations Bill, 2018 will be published this weekend. The Bill will give legal effect to the resolutions made on the Budget Estimates, 2018/2019. Therefore, we shall consider all stages of the Appropriations Bill, 2018 on Tuesday next week. As Members may be aware, failure to pass the Appropriations Bill by Wednesday next week will occasion ... view

  • 21 Jun 2018 in National Assembly: Finally, the HBC will reconvene on Tuesday, 26th June 2018 at the rise of the House to consider the business for the coming week. Thank you, Hon. Speaker. view
  • 21 Jun 2018 in National Assembly: Thank you, Hon. Speaker. What Hon. Tindi Mwale is raising is known to me. The decision of the board was made when they were in the process of negotiating for funding for Mumias. As the people from this region, we feel that someone is trying to play games so that Mumias is not supported by this Government. He is the one who wrote the proposal that he is currently defending. This matter requires some urgency and we are requesting the following: Now that the Departmental Committee on Agriculture and Livestock is busy with the issue of sugar, if you could ... view
  • 20 Jun 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for the opportunity. Allow me to thank Hon. Vincent Kemosi for this Motion. I have been listening to Members here and I had quite a number of definitions of this Motion on school feeding programme. The one that fits in most is the one that I got from the World Bank. Allow me to quote: “That this programme targets social safety acts that provide both educational and health benefits to the most vulnerable children, thereby increasing enrolment rates, reducing absenteeism and improving on food security at the household level.” view
  • 20 Jun 2018 in National Assembly: This definition summarises everything that we are talking about. When we talk about enrolment rates and the school feeding programme, even parents or caretakers who may think that the children will stay at home will encourage those children to go to school so that they can have something to eat. There is the issue of absenteeism. There is no hungry child who would not want to go to school when he or she knows there will be something to eat in school. Next is the issue of improvement of food security. We have been moving around this country and we ... view
  • 20 Jun 2018 in National Assembly: constituency. Actually, the people we are giving bursaries in secondary schools are mature school going students. Given that the Government is meeting the cost of tuition and all other requirements of a student to go to school, the money that we are giving as bursary is for the provision of the school feeding programme. view
  • 20 Jun 2018 in National Assembly: Thank you, Hon. Speaker. The question is whether to form a select committee or let the Departmental Committee on Trade to proceed. I want to support the position of Members who are talking of dedicating this to the committee. That is because Members who are in the Committee on Trade also qualify to be in the select committee. Therefore, we will just be repeating the same thing. The only other request I want to make is that this is not the first time sugar is being imported in this country. The Departmental Committee on Agriculture and Livestock has had to ... view
  • 20 Jun 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I hope you will add me one more minute. I was just saying that as Members of Parliament, who are responsible for school going children, we need to ask ourselves whether the money we are given under the NG-CDF will be used to feed the slightly mature school-going children in secondary schools or the most vulnerable children in primary school. I was going to request that as we pursue this Motion that urges the Government to provide for food in schools, we also need to consider whether in our own small way, we will ... view
