Thank you, Hon. Temporary Deputy Speaker. From the outset, I support the Bill. I thank the Mover of this Bill, Hon. Nyokabi. This being a Private Member’s Bill, I believe she has done a lot of research to enhance the constitutional requirements. For a Bill to get to this level, it has to go through public participation and I can attest she has done that. I am a Member of the Constitution Implementation Oversight Committee (CIOC) and this is one of the Bills that we have been pushing the Cabinet Secretary (CS), for the last two years, to bring to ...

entities to disclose information, the public also needs to know what goes on in this House. I do not think we have anything to hide. On the issue of corruption, the bodies in charge of fighting corruption have highlighted that 70 per cent of corruption cases happen because of procurement, which is shrouded in a lot of jargon. Even the tenderer does not really understand what goes on. Once you bid, apart from the tender opening, the other processes, including technical evaluation, are shrouded in a lot of secrecy and are handled by few people. This is where corruption happens. ...

Thank you, Hon. Temporary Deputy Chairman. I oppose this amendment because the recommendation the Committee gave was based on the Judicial Service Commission (JSC) Report. We also need to agree that it was done on the needs assessment basis and it was not a random figure. Therefore, I oppose.

Thank you, Hon. Temporary Chairman. The justification is on the two nominees. I am proposing that one of the nominees be a student from public universities. It is good that when we are dealing with students, we include them in decision making for the sake of their welfare. Hon. Temporary Deputy Chairman, I am also proposing that the second nominee should be a person from KEPSA, being a body that employs students. I am proposing that if seconded, we have those two nominees on the Board.

public/private entities and even private entities. For a long time, the Government used to check on companies that were doing well in the area of paying taxes. But it is also now a Government initiative and business to know the challenges that the business community is facing. Sometimes, they have challenges which are not of their own making. They face difficulties. This Bill is trying to harmonize all those issues to see that everybody is comfortable. The area of ease of doing business is put to the very basic. There is the issue of professional bodies which have been incorporated ...

We told our people to go and do business elsewhere - not necessarily here in Kenya - but they need backing. The world has become so fragile. There are other issues like those who had invested in Greece and then its economy just collapsed. Others may have invested in Asia where there is territory invasion. Those are issues that are not an individual’s doing but factors beyond one’s control. It is only the Government that can facilitate and see that people go out and invest elsewhere, but they are supported back home when such eventualities come into play. The good ...
