Members are aware that child survival is one of the indicators of a nation’s progress in development and Kenya is committed to achieving the fourth Millennium Development Goal (MDG) on reduction of the under five mortality rate by two-thirds of that of 1990 by 2015.   • 5 Sep 2012 in National Assembly: (a) There is no established scheme of service in the Civil Service for Community Health Workers (CHWs). (b) My Ministry has considered developing a remuneration structure and scheme of service for CHWs and found the following challenges that must first be addressed. (i) The number of CHWs required for countrywide coverage is approximately 320,000. The public sector wage bill cannot afford that magnitude of expansions even if such remuneration were pegged to the minimum wage. view
  • 5 Sep 2012 in National Assembly: (ii) For effective and efficient service delivery, CHWs would have to be trained, facilitated in terms of transport and paid other benefits payable to civil servants such as medical allowance, commuter allowance, pension or gratuity which would further escalate the costs (c) The Government has not hired CHWs in any part of the country. However, my Ministry employed ten Community Health Extension Workers (CHEWs) per constituency during the second phase of the Economic Stimulus Programme (ESP) to work with communities at the constituency level.
