Mr. Deputy Speaker, Sir, I know there is Laisamis and many other areas which are in dire need of these ambulances. We will look into all those situations. The hon. Memberâs constituency is such a vast area and, definitely, it will get two ambulances. So, we are going to have a proper evaluation of the vastness of an area. The Medical Officers of Health (MOHs) will also help in this exercise. I also know that hon. Ethuroâs area is vast.

Mr. Deputy Speaker, Sir, I believe that most of the Ministers are having lunch with the visiting Brazilian President. It is very difficult for them to leave where they are seated to come and answer Questions. In fact, I had to crawl in order to come to this House. Could the Ministers be excused and the Question deferred to the following day?

Mr. Deputy Speaker, Sir, I participate in this House very often and I know the rulings of the Speaker. But it will be impolite for the whole Front Bench to leave two presidents and a visiting president in the dining room. I think that should be understood.

On a point of order, Mr. Temporary Deputy Speaker, Sir. Indeed, we were just consulting with the Mover of this Bill. Let me begin by congratulating him and say that it is a good Bill. It has very good intentions and we definitely need to concert our efforts. We have a strong division on fighting malaria. If the MP really wants this to be a meaningful exercise, we have information right now that even the donors who support us, there is donor fatigue. I have just come from a funeral of the young boy who was killed by the so called Onyancha, the blood drinking criminal. The parents who are asked to pay ransom cannot even afford Kshs1,000, leave alone Kshs40,000. So, things have gone bad. It makes everyone shed tears. As I was at that funeral, I wondered what has our country come to?

Mr. Temporary Deputy Speaker, Sir, we know these things that happen in other countries as well, especially the developed world. I was thinking what was causing our people to do these foreign cultures which are not African. I think as we look at the emergence of these crimes, we must also look at our entertainment programmes on televisions, newspapers and theatre. There used to be a time when some of those pictures were edited or censored. Today, you watch anything courtesy of the freedom of the Press.
