  • 29 Oct 2008 in National Assembly: Madam Temporary Deputy Speaker, no one is more concerned about cancers, especially those that attack women, than I am. I am very concerned. I would like to inform all hon. Members that the public awareness campaign is about telling women to visit clinics, health centres and hospitals and get tested for pap smear. Pap smear is testing for any cancer cells which could be forming to become cancer later. We are intensifying the campaigns, and we have messages even on radio. I also ask hon. Members that in their development committees in the constituencies and political meetings they should deliver ... view
  • 28 Oct 2008 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I beg to second the Vote for the Ministry of Agriculture. Let me start by commending the Minister and his team for striving to make Kenya food sufficient. The biggest responsibility of any government apart from defending its citizens, is to make sure that they are food sufficient and that no citizen goes hungry. That responsibility falls squarely on the Ministry of Agriculture to grow sufficient food for this nation and ensure food security, food safety together with other Government departments. 3042 PARLIAMENTARY DEBATES October 28, 2008 Mr. Deputy Temporary Speaker, Sir, I ... view
  • 22 Oct 2008 in National Assembly: On a point of order, Madam Temporary Deputy Speaker. I want to point out to the House that it is important that when Members have Questions on the Order Paper, they need to be here to ask them. When Ministers are not in the House, we get a rapping. I am here with my Assistant Minister and are ready to answer the Question. view
  • 22 Oct 2008 in National Assembly: Madam Temporary Deputy Speaker, I beg to ask for your indulgence. The Assistant Minister for Public Health and Sanitation has already spoken with the hon. Member this morning. He informed him that we have an answer to the Question which does not outline the details of the contract. Since the Member wants to know the content of the contract, we have asked for the contract from the Ministry of Public Works. As soon as we have it, we will be ready to answer the Question. view

  • 7 Oct 2008 in National Assembly: Thank you, Mr. Speaker, Sir, for also recognising that this country is made of two equal members of the population. Mr. Speaker, Sir, I rise to support the Motion on the Floor and to congratulate the Minister for Education together with his able team for the manner in which they have conducted education in our country sometimes under very difficult circumstances. The education sector has continued to be the flagship of this country and administration in the Government. I say so because we have seen in the last two years, this country being able to give free primary education and ... view
  • 16 Jul 2008 in National Assembly: Thank you, Mr. Deputy Speaker, Sir, for the opportunity to contribute to the Motion on the Floor on the Ministry of Nairobi Metropolitan Development and the efforts to create a completely new Nairobi. Mr. Deputy Speaker, Sir, let me start by congratulating the Minister, his Assistant Minister, Permanent Secretary and the entire staff for the vigour with which they have started this Ministry. We have admired the way the Minister has moved in consulting the stakeholders because it is extremely important that we all own what is going on and that the stakeholders move along with the Ministry in creating ... view
  • 19 Jun 2008 in National Assembly: Thank you, Mr. Speaker, Sir, for giving me this opportunity to also contribute to the Motion on the Floor and to hastily congratulate the Minister for Finance and his very able team for producing yet another laudable Budget. It is not only laudable, but it is a very focused Budget aimed at uplifting the lives of the majority poor in this country. Mr. Speaker, Sir, it is specially commendable when it comes at such a time when our country has gone through a very difficult time since the beginning of this year, when many properties and livelihoods were destroyed. But ... view
  • 11 Jun 2008 in National Assembly: Thank you, Mr. Speaker, Sir, for giving me the opportunity to also contribute to this Motion on the Floor. It is a very sad Motion for this House as well as the nation. When the news came yesterday, I, personally, was chairing a meeting of the Heads of Departments in my Ministry. As we finished the meeting, we were informed of the sad happening. Everybody just stopped; stunned! We are still stunned. It is difficult to even understand or accept what has happened. It is a time to turn to God and ask for strength not only for the nation ... view
