2 Aug 2007 in National Assembly:
Mr. Deputy Speaker, Sir, the Ministry carried out a balanced exercise. We checked in all districts and found out that some districts were over-staffed. Some districts had too many teachers while areas had absolutely no teachers. We are now balancing out in all the areas. For the information of the House, Dagoretti Constituency has the least number of teachers in this country. You can go and check.

2 Aug 2007 in National Assembly:
Mr. Deputy Speaker, Sir, there can never be any changes unless there are anomalies. If there are anomalies, the complaints come right from the ground where the recruitment happened. If the complaints come to the TSC, the TSC looks at the case. However, I do not believe that any list is changed when it comes to the TSC, unless there are complaints right from the grassroots. As for the payment, I do not know about that because there is no evidence.

Mr. Deputy Speaker, Sir, I can give that assurance. The TSC must receive a ratified list from the DEBs. The DEBs are local entities. Nothing comes from outside a particular district. They have the final say. PARKING OF UGANDA-BOUND TRAILERS ON BUSIA-KISUMU-MALABA ROADS

Mr. Temporary Deputy Speaker, Sir, I also want to congratulate the Minister and his team, and also this House for passing this very timely Bill. Many parents out there have been crying because of the dirt we sometimes see in the Press and the electronic media. I hope

31 Jul 2007 in National Assembly:
Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to support this Motion. Let me start by congratulating the Minister and her team for a job really well done. We have seen how far we have travelled during the last four years, when the Minister took over. Our health services in this country had more or less collapsed. The services were in "Intensive Care Unit". But now, we have health systems worth talking about. We have health systems where other regions come to seek health assistance, instead of going to Europe and other places. That makes us ...

18 Jul 2007 in National Assembly:
Mr. Deputy Speaker, Sir, I beg to reply. (a) I am not aware that Ojaamong Primary School has not received FPE funds during the 2005/2006 Financial Year. I am, however, aware that Akobwait Primary School has not received FPE funds in Account II for the first disbursement in the 2005/2006 Financial Year. The reason for this scenario is that wrong school bank details were submitted to the Ministry of Education. (b) The mistake has been rectified, and a sum of Kshs136,900 will be credited to the school's Account II, No.130114216, at Kenya Commercial Bank, Busia Satellite Branch, through electronic funds ...

18 Jul 2007 in National Assembly:
Mr. Deputy Speaker, Sir, as I said, I have a document here showing all the funds that have been transmitted to those schools. I have said that, maybe, there were some errors in some numbers and figures of accounts in the past. But that has been corrected. Apart from this particular amount which I stated here, this record shows that the rest of the money has been transmitted to those schools. But I will check again, according to this letter. But we normally use this document for transmitting funds to the schools.

Mr. Deputy Speaker, Sir, I do not know what the hon. Member means. We communicate with our staff on the ground. We do not take that long, unless there is some breakdown in telecommunication equipment.

12 Jul 2007 in National Assembly:
Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to contribute to the Motion on the Floor and support this Vote. Before I go on, let me just bring to your attention that the Chamber is extremely cold. We are feeling cold. I hope you will look into that matter. For the last few days, it has been very cold. Mr. Temporary Deputy Speaker, Sir, let me start by congratulating the Minister and his Ministry for a job very well done. He has tried to give a secure environment in this country at a most difficult and ...
