  • 15 Nov 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, we are training early childhood teachers. So, we do not even need to involve primary school teachers in the running of nursery schools. As I have just said, we are putting this programme in place in the whole country. view
  • 15 Nov 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, 2010 is only about three years away. Everything has to be planed. We have just finished streamlining the Free Primary Education Programme. We are now planning the other stage, which is very important. It will take that time to plan and also put funds in place. view
  • 15 Nov 2006 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to contribute to this Bill. I would like to congratulate the Minister for bringing it to this House at this very timely moment. Mr. Temporary Deputy Speaker, Sir, Kenya has been host to refugees for a very long time. This has certainly contributed to stability and security in this country. We have offered our neighbours a home at times of distress. Since the early 1970s this country has supported refugees in big numbers from one neighbouring country or the other. However, all this time, we have not had ... view
  • 1 Nov 2006 in National Assembly: Mr. Deputy Speaker, Sir, I beg to reply. (a) I am aware that the lists of schools submitted from Teso District for Kenya Education Sector Support Programme for the year 2005/2006 were not allocated funds for infrastructure development. The Ministry has, however, allocated funds to four primary schools and one secondary school in Teso District under GOK/OPEC project. (b) Kshs2.1 million was earmarked for each of the five schools and has already been disbursed to the schools and construction works are ongoing. More schools will be considered when funds become available. view
  • 1 Nov 2006 in National Assembly: Mr. Deputy Speaker, Sir, I have the list for all the schools in Amagoro Constituency which had applied for the fund; they are 15 in total. The names of the specific schools where work is ongoing is information I can avail to the hon. Member later. view
  • 1 Nov 2006 in National Assembly: Mr. Deputy Speaker, Sir, I am aware of that. We asked for the information from all the districts and the districts were rated according to their needs. The programme is supposed to take five years and work is ongoing on the first category now; in two districts per 3322 PARLIAMENTARY DEBATES November 1, 2006 province. unfortunately, Teso district is ranked in the third phase and that is why no work has started there. Mount Elgon and Busia districts are rated ahead of Teso District. The issues we look at include the gap in permanent classrooms in the schools in the ... view
  • 1 Nov 2006 in National Assembly: Mr. Deputy Speaker, Sir, we do not have such a fund. We have different funds in the Ministry which support different programmes. I think the question now is not about the infrastructure development. The question I was answering is about the money we had set aside for infrastructure. Mr. Deputy Speaker, Sir, for tuition purposes, through the FPE Programme, we have already disbursed the money to the schools. However, if there is an individual school which has not yet received money because of a certain hitch, the District Education Officer (DEO) should let us know about it immediately, so that ... view
  • 1 Nov 2006 in National Assembly: Mr. Deputy Speaker, Sir, that question is not part of the original Question. The hon. Member had asked: "How much money had been earmarked for each school and when will it be availed to the various management committees? I have said that the money has already been disbursed to the schools, which are free to deal with the contractors. If there is any problem, it can come to us through the DEO. The other question is whether I was aware that a list was submitted, and I have said that I am aware of it. I have a list of ... view
  • 1 Nov 2006 in National Assembly: Mr. Deputy Speaker, Sir, the hon. Member is mixing the Question, maybe, because he is not the original Questioner. The five schools are being funded by OPEC. The Question was about the KESSEP funding, which I said is going on in phases. We are now at the preparatory stage where we are training the staff. That programme will be implemented in three phases. The other schools are being funded by OPEC. November 1, 206 PARLIAMENTARY DEBATES 3323 view
  • 1 Nov 2006 in National Assembly: Mr. Deputy Speaker, Sir, I beg to reply. (a) I am aware that the land belonging to some public schools in Trans-Nzoia is alleged to have been seized by certain individuals. (b) The names of the schools whose land has been alienated are as follows: Wamalwa Kijana Academy, St. Josephs Primary School, Milimani Primary School, Tuwani Primary School, Trans-Nzoia Primary School, Soyo Conservation Primary School, Kitale Forest Primary School, Masinde Muliro Primary School, Lukana Primary School, G.K Remand Primary School, Kitale Academy, Rumuru Primary School, Mosoriot Primary School, Kapsingali Secondary School and Boma Secondary School. The people or institutions which ... view
