  • 11 Jul 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I beg to reply. (a) I am aware that there are no Quality Assurance and Standards Officers in 12 zones in Samburu District. The zones are manned by Teachers Advisory Centre (TAC) Tutors. (b) The Ministry is in the process of declaring about 674 vacant posts for Quality Assurance and Standards Officers to the Public Service Commission for advertisement and subsequent competitive interviews. Once the exercise is over, and the results released, the officers will be posted to fill the vacant positions in the country. view

This came about because the only source of these officers is the serving staff. When the teachers' salaries were adjusted, under the Teachers Service Commission, and became higher than those of the officers from the Public Service Commission, 1934 PARLIAMENTARY DEBATES July 11, 2006 many of them opted to remain teaching. However, I do want to add here that all those teachers, including the P1 teachers, have been given in-service training to be able to carry out the responsibility of the TAC tutors. However, that is about to come to an end very shortly. view

We hope that, that number will be enough to go round the country. We requested the Directorate of Personnel Management (DPM) to allow the Ministry to recruit more, but we were allowed to recruit 678 TAC tutors. view

(b) China Road and Bridge Construction Company which was awarded the tender to rehabilitate Maji ya Chumvi-Miritini Road will meet the cost of the construction of the new school. The two projects are being dealt with side by side. The money has been set aside.   • 4 Jul 2006 in National Assembly: Mr. Speaker, Sir, that process is going on. The school is being relocated. We have all agreed that the road to Mombasa also needs to be completed. If we put construction of this 1768 PARLIAMENTARY DEBATES July 4, 2006 road on hold, I think users of that road will suffer. Every care is being taken to ensure that the children do not suffer. Mr. Speaker, Sir, I assure this House and the parents that the matter is being taken care of in consultation with the BOG. view
