Each one of them will be liable to pay it back, if the Statute Law (Miscellaneous Amendments) Bill is not tabled and approved in this House. It is, therefore, interesting that this Government should now decide that we must go on holiday. We are not willing to go! As the Official Opposition, we are ready! We are not only ready, as the Official Opposition, to continue business in this House, but are also ready--- If you guys think the best thing is--- There is a concern here that, indeed, this Government wants to use this opportunity of adjournment---

I apologise, Mr. Temporary Deputy Speaker, Sir. They are honourable gentlemen and ladies. There are concerns that, perhaps, when we go for an adjournment this Government will take the easy route out and dissolve the House. But even if you dissolve the House today, the Official Opposition is also ready. So, either way, you cannot hide. Mr. Speaker, Sir, you heard the Assistant Minister make a reference to Vision 2030. That document, or the so-called Vision 2030, is yet to be presented to this House and no hon. Member has ever seen what exactly the Government vision is for the 30 years. The Assistant Minister needs to tell this House, in this Vision 2030 that he has referred to, how much, in terms of resource allocation, the Government plans to invest so that they can realise their vision, which I believe is about industrialisation. Mr. Temporary Deputy Chairman, Sir, I would like to seek a clarification from the Minister. You will notice that the entire Petroleum and Coal Exploration in the Head quoted is financed by only Kshs12 million, which is coming from some Appropriations-in-Aid (A-in-A) receipt of sales. I am just wondering whether the Ministry has other resources? Why does the Ministry have only Kshs12 million to finance such an important activity?

Mr. Temporary Chairman, Sir, I would like to seek a clarification on the same issue. One of my concerns is that there was no similar grant in the previous year. I think there is no problem in giving grants to KenGen but perhaps the Minister should shed some light on the fact that there was no precedent, it appears, in the past.

Mr. Temporary Deputy Speaker, Sir, I congratulate you for your work. We have voted for what I think is very modest amount of money for this Ministry which is very important. I do appreciate that there is about Kshs2 billion that has been allocated for research into geo-thermal power production. I will appreciate if this Ministry will do more than it is has done to ensure that there are adequate energy resources available to this country so that we can get out of darkness in many parts of this country.

Mr. Speaker, Sir, it is unfortunate that a four year old boy had to be locked up with the mother in a police cell, simply because she was being charged for creating disturbance. It is now becoming common that everywhere you go, police are locking up children even much more younger than four years. Infants have been locked up in cells together with their mothers. This is contrary to, among other things, the Children Act, which was passed in this House. Could the Assistant Minister, from the Floor of this House, direct the police and the security forces not to ...

Mr. Chairman, Sir, I want a clarification from the Minister? Why the Ministry of Planning and National Development and yet this is a health matter? I do not understand why the Assistant Minister believes that it is important to have the Permanent Secretary, Ministry of Planning and National Development in the Board.

Mr. Chairman, Sir, I want to object to this amendment because we are dealing with the Ministry of Health. Their main concern here is the production of tobacco, not the growing. Growing refers to the crops and that falls under a different portfolio. Mr. Chairman, Sir, if you remember when dealing with Clause 3, the hon. Member withdrew all his amendments which aimed to change tobacco products to tobacco growing and so forth. In this regard, "growing" does not fit into this. We are talking of the whole process of manufacturing and so on. That is what production is about.
