In it, the Government is going to spend not just the US$1.3 million fees but also another US$1 million for reimbursement. However, the main concern we have is that when the Controller and Auditor-General tabled his Report on the 18 contracts, he said very clearly that the nature of the subject matter of this Report precludes the publication of the detailed audit reports of the contracts. Is the Minister in order to continue misleading the House that the number of contracts he is dealing with does not include the six which have already been cancelled? The terms of the agreement with the consultant includes 18 contracts. I can table it here for him to look at! There are 18 contracts. It says very clearly that the purpose is, "so that we can re-negotiate all the 18 contracts". Is he in order to mislead the House that the contracts have been cancelled? view

The Minister did not answer the first question properly which is clearly asking why there are the disparities, with regard to income distribution. An example is in the public service where the lowest income is Kshs5,000 in Job Group `A' and the highest in the public service, is over Kshs2.5 million per month. Those are some of the things.   • 17 Apr 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, just as Prof. Anyang'-Nyong'o mentioned, this idea of concessioning was aimed at generating investment for the railway system in this country, but it is proving to be the opposite. There are genuine concerns that the Rift Valley Railways is engaged in what is called "asset stripping". Essentially, it is a fraudulent concessioning which is not generating investment. Although he is not here, I believe his colleagues will take note on his behalf. Since January, 2007, hundreds of animals, particularly camels, have died in Mandera District. These animals die from an acute fatal disease which is yet to be identified by the veterinary department in the district. Is the Assistant Minister aware of an offer by a donor of a US$300 million loan, repayable in 30 years after a grace period of ten years at a zero interest rate?
