  • 28 Apr 2015 in Senate: Mr. Speaker, Sir, obviously the Members of the National Assembly are up to mischief because in the Report by this Committee we provided the actual sources of the money; the Kshs7.7 billion. We did not leave it in the air. We specified why and gave reasons. That report is available to them. It is just a question of not willing to allow more money to go down to the counties.
