  • 30 Mar 2017 in Senate: Madam Temporary Speaker, it is unfortunate that the National Assembly of the Republic of Kenya has found it fit to reject the Bill after it has come from the Senate. I think my main worry is that the National Assembly Members do not appreciate that they represent people who are in those counties and not the Treasury or the executive in Nairobi. We are being subjected to unnecessary time consuming and a very difficult thing to do in the middle of the impending election when everybody is out and busy. To go into mediation simply because nobody wants to give ... view
  • 30 Mar 2017 in Senate: Thank you, Madam Temporary Speaker. I rise to support this Bill. The reason why I am laughing is the speed at which the Bill was moved. This is a very important Bill and it is one of the key responsibilities that have been given to county governments. It is true there are still grey areas between the county and the national Government, for instance, with the regards to the recruitment of teachers as well as other challenges with the county governments. I want to go as far as Sen. (Dr.) Khalwale in congratulating governors because the they have gone for ... view
  • 29 Mar 2017 in Senate: Thank you, Mr. Deputy Speaker, Sir. I rise to support the Motion. I will go straight to a few issues that I want to talk about because of time. I have gone through this speech and I listened to the President when he delivered it. As my colleague has said, it is a statement of the achievements of Jubilee Government for the period they have been in office. As a House or Parliament, our responsibility is to exercise oversight over the Executive. It is in that capacity that we are here to debate this Motion. As my colleague has said, ... view
  • 29 Mar 2017 in Senate: Mr. Deputy Speaker, Sir, I agree with you. It is a Motion where we need to have more Members in the House. Therefore, I second. view
  • 28 Feb 2017 in Senate: Mr. Speaker, Sir, on a point of order. With your permission, I wanted to ride on that Statement for an additional clarification. Many of the attacks that have happened from Al Shabaab in Mandera from across the border have happened because the area known as the Gedo region bordering Mandera County on the Somalia side, is under the control of Ethiopian AMISOM forces who are not on the ground. We have asked as Mandera leaders for a long time that Kenya Defence forces (KDF) within AMISOM forces should take control of that region because it borders our country. It is ... view
  • 28 Feb 2017 in Senate: Thank you, Mr. Speaker, Sir. I beg to lay the following Paper on the Table of the Senate today, 28th February 2017. Report of the Standing Committee on Finance, Commerce and Budget on the Division of Revenue Bill (National Assembly Bill No.2 of 2017). Thank you. view

  • 28 Feb 2017 in Senate: On a point of order, Mr. Temporary Speaker, Sir. I know that the Division Bell has been rung. However, I can see that we may not have the numbers for the Division and this Bill is very important. It deals with division of revenue between the two levels of government. I appeal to you to exercise your discretion in the Standing Orders to defer voting on this Bill to tomorrow because of its significance. This is about taking resources to the counties and this is one of the significant roles that this House plays; to ensure there is equitable distribution ... view

  • 28 Feb 2017 in Senate: Mr. Temporary Speaker, Sir, was the Senator for Kakamega County in order to belittle the Senate Deputy Minority Leader’s office by claiming that he can deputise for him by virtue of being his deputy of something outside there in Western Kenya? Is he in order to belittle the office of the Senate Deputy Minority Leader? view
