Mr. Speaker, Sir, first and foremost, I extend my sincere condolences to the families and relatives of the 28 innocent Kenyans who were slaughtered mercilessly by terrorists. On behalf of myself and the residents of Mandera County, we express our sincere condolences to those families. Our county government has expressed its commitment to support members of these families in all matters relating to this incident and in regard to, particularly assisting the bereaved families in funeral arrangements. Mr. Temporary Chairman, Sir, we are just making a small amendment so that the provisions of the Bill is in line with the Constitution. We are making the amendments as shown in the Order Paper. I beg to move:- THAT Clause 2 of the Bill be amended by deleting the proposed new paragraph (g) and substituting therefor the following new paragraph- (g) to facilitate affirmative action for disadvantaged groups in accordance with Articles 27, 54 and 55 of the Constitution and to advance their participation in the procurement process in accordance with Article 227 of the Constitution”.
