It is important to appreciate that the county governments have a lot of assets and liabilities, many of which are yet to be documented. Treasury has actually failed this country because, pursuant to a presidential directive in February this year, they set up a team of experts including the private sector that came up with a formula that would result in lower interest rates.   • 23 Oct 2014 in National Assembly: Mr. Speaker, Sir, that is a very welcome intervention. I strongly support the request for additional information because that law is there. The famous Donde Act on the in duplum rule is there and therefore, we will get further clarification on why the Government is unable to implement some of the provisions of the Banking Act. When it comes to the banking community, Treasury seems to have challenges in implementing the law including the hidden charges by banks. view
