Mr. Temporary Deputy Speaker, Sir, there are many people who are today going without food in many districts including Turkana despite the oil that they have found. Many hospitals, dispensaries and health centres are going without drugs today, and these drugs cannot be bought unless there is money. Members of Parliament are disturbed by people calling because there are no drugs in hospitals. Patients are sufering in many places. I would have been happy if the Assistant Minister could have come with a paper from the Ministry of Forestry and Wildlife showing what he is telling us now. The Temporary Deputy Speaker, Sir, the trend of drug abuse and alcoholism by our children is alarming. The answer that the Assistant Minister has given is not really convincing because what he has said is not coming out clearly about the strategies that they have put in place. This alcoholism and drug abuse has gone even to the rural areas where it used not to be many years ago. Madam Temporary Deputy Speaker, I would like to echo the words of the Minister for Forestry and Wildlife that in the North Rift, it is actually the time for preparing for the planting season. The Government has let the farmers down in terms of the supply of fertilizer and seeds. We are now getting to that season and there is no fertilizer in the districts. There is going to be a disaster. I am urging the Government and the Ministry of Finance to see to it that Kenyans do not go without food, by supplying the seeds.

Madam Temporary Deputy Speaker, also, I want the Ministers to lead by example by being in the House. I saw the Front Bench completely empty. When they walk out and leave the Front Bench empty, this is not a very good example.
