It used to be normal and traditional weaponry was used. People used to take animals, probably, for the purpose of paying dowry. Some young men used to go and take some few animals in order to pay dowry. But today, with AK-47 rifles, our communities are suffering and the Government must be serious! However, my concern in this Question is that home is home. East or west, even south or north is not home! Most of the Kenyans in Ethiopia, Canada and the USA went to school; they are professionals. The intention of this Motion is to bring about fair distribution of resources in this country. Madam Temporary Deputy Speaker, you will realize that, immediately after Independence, some regions in this country were favoured. Some were well developed and, even today, as we are speaking here, some regions in this country are actually well developed. Some are under-developed while others are developed. The Speaker has allowed me to do it under Standing Order No.41:- THAT, aware that many countries are decentralising their Government structures to better respond to local needs; realising that centrally administered programmes do not always provide for effective programme delivery at the local level; aware that the Government has created a district in a number of constituencies on a one to one basis; this House urges the Government to create administrative districts on the basis of the existing constituencies. view
