Mr. Deputy Speaker, Sir, I would like to thank the Assistant Minister for that answer. I am satisfied with part one of the answer. However, part two is not really convincing. I am not satisfied with the other services that they are giving. However, I commend the Ministry for what they are doing. Could the Assistant Minister confirm whether the campaign against HIV/AIDS has slowed down in the country?

Mr. Deputy Speaker, Sir, I would like the Assistant Minister to tell this House what steps he is taking to ensure that the drugs reach the rural areas, which are poorly covered as opposed to urban areas. There is too much information in the urban areas. However, that information does not reach the ground. Secondly, I would like the Assistant Minister to tell this House about the reported cases of resistance.

Mr. Speaker, Sir, I beg to ask the Minister of State for Provincial Administration and Internal Security the following Question by Private Notice. (a) Could the Minister indicate the number of homicide cases from Kapcherop Division in Marakwet West Constituency that have been reported to the police since May, 2011? (b) What action is the Minister taking to ensure security in the division is enhanced? (c) Could the Minister also urgently consider establishing a police dog unit in Kapcherop and Kapsowar divisions?

Mr. Speaker, Sir, insecurity in Marakwet has become a terrible thing. Part of what the Assistant Minister has said today is correct and part of it is incorrect. For the part that is not correct, I wish the Assistant Minister could go to the ground to see the vehicles he is talking about. The only vehicle which can move on the road today is the one at Kapcherop, which is being shared by Marakwet West and Marakwet East. There is no vehicle for Marakwet East. They share the one for Kapcherop. That area is forested and crime is committed almost ...

They started talking about KPRs about two years ago. I want him to confirm to this House that they will now start in two months’ time, to save the people who are dying every week. Thank you, Mr. Speaker, Sir. The Assistant Minister has answered the Question. While I am satisfied with that answer, I just want to bring to the attention of the Assistant Minister that insecurity prone areas of this country are poorly accessible by the mobile phones. Let me also bring to the attention of the Assistant Minister that Kenyans want them to open up mobile markets so that insecurity in this country can be brought to an end.
