  • 28 Sep 2023 in Senate: Thank you, Madam Temporary Chairperson. Allow me to persuade the Chairperson of the Committee. We have put a lot of thought into this. The amendment by Sen. Mungatana is supported by many of us. What you are saying is not going to help the Bill. We are curing the mischief of our Bill being rendered unconstitutional. If you care to look at Clause 14, it starts by saying that the Cabinet Secretary shall appoint the members of the advisory council. The Cabinet Secretary has no business going into matters of primary health care. The electronic version of the Senate Hansard ... view
  • 28 Sep 2023 in Senate: Secondly, the people who have been appointed in (a), (b), (d), and in (h), are all national. So, it makes this advisory council a national function. Let us drop it. We are doing it in good faith. view

Part I assigns functions to the national Government and Part II to the county governments. Due to the provisions in Clauses 13 and 14, we might like it or hate it, this thing will be challenged in court and will be found to be unconstitutional. My witnesses, Sen. Madzayo, Sen. Mungatana, Sen. Veronica Maina and Sen. Cheptumo who are lawyers, are here. End of story! Mr. Deputy Speaker, Sir, I like it when you acknowledge that I am a doctor, when you ... view
  • 27 Sep 2023 in National Assembly: Mr. Deputy Speaker, Sir, when somebody tries to remove the wind from my windpipe thinking that we are not practicing medicine because we are in this place, it reminds me of the story of a child in the United States of America (USA) sitting in a Science class. The child was asked, “What is the meaning of E is equals to MC squared (e=mc2)?” The boy had listened to a song by Mariah Carey, a pop singer, who had called her song ‘E is equal to MC squared.’ So, the intelligent boy said it is Mariah Carey’s song. view

  • 27 Sep 2023 in National Assembly: That is the theory that Albert Einstein revolutionised science and life by. Many people including colleagues of Albert Einstein used to belittle him because he was an ordinary man who used to ride a bike. Colleagues, let us agree even with some Members of the Opposition, who think we should give this debate the time it requires, so that we make a law that we will not be embarrassed when people proceed to court. Mr. Deputy Speaker, Sir, having appealed, let me take my colleagues to Clause 9. In Clause 9(2), you are trying to explain the qualifications of a ... view
