13 Nov 2024 in Senate:
Thank you, Mr. Temporary Speaker, Sir. I strongly support this Bill, but with little tweaks here and there. However, I am surprised that Sen. Cherarkey and Sen. Osotsi, Members of this House whom I believe are seasoned and give serious thought to legislation, are complaining that our elections are too expensive. If you think democracy is expensive, please go and try dictatorship or military rule. You will know the difference. I say this with maximum respect because I know that for Cherarkey, when the country went burst in 2007 because of flaws in the electoral process, he was probably in ...

already know. We should make this the practice. I am happy that they have now put in the timelines and the results have to be announced within two hours. We should insist further on this because the people who want to manipulate the electoral process usually count on our agents, at polling stations, becoming fatigued. How do you expect somebody to sit in the counting hall or tallying hall for three days non-stop and still be alert to guard against rigging? I wanted to speak at length on this issue, but because of the request from the distinguished Senator from ...

13 Nov 2024 in Senate:
Mr. Temporary Speaker, Sir, I should gift Sen. (Prof.) Tom Ojienda. I want to appeal to Sen. Tabitha Mutinda to accept that because we are very proud of the professor. Professor, the work you did in court was a study in the practice of law. There are jibes that you threw. Two young lawyers in my family, that is my daughter Vivian and my son Sonista, were very happy because of how you conducted yourself in court. Of course, you brought us the right to recite. Congratulations. I want to speak to the problem of nominations. As stated earlier by ...

as such. However, since they are referred to as women representatives by the Constitution, they should be elected by the people they represent; the women. Mr. Temporary Speaker, Sir, having said that, I now want to give way for our good professor to inform us about his thoughts on this law. I support.

12 Nov 2024 in Senate:
Mr. Speaker, Sir, I was giving my younger brother time to come to his conclusion, but he has raised a very important point. Under Standing Order No.105, you know that this House has raised the bar for accountability by impeaching the Deputy President. Can you substantiate who are these people at the office of the CoB who must be given money in order to approve requests? We want to really help Madam (Dr.) Margaret Nyakang’o to be in charge of this very important institution. Could you help us with their names?

12 Nov 2024 in Senate:
Thank, Mr. Deputy Speaker, Sir. Without looking like I am repeating what my colleagues have said, you deserve to be congratulated for this industry. I will tell you why in the next five minutes. There lived a man in this country and today he is lying dead, Peter Castro Oloo Aringo. I am privileged to have been in Parliament with him and I know the difference he made in our lives when PSC saw the light of the day. I, therefore, would like to use this opportunity to send my condolences to this fallen hero, especially to the people of ...

12 Nov 2024 in Senate:
always sit in my home and when I give a woman Kshs400 - if I was to do it in Nairobi, people would think that I am crazy. However, when I give this woman Kshs400 and she buys uniform for her daughter, the daughter will march on and top at the national examination at Malinya, Shikunga, Shibuye, Lukhuna, Shimuli primary schools and all the other Primary schools. It makes a big difference. Mr. Deputy Speaker, Sir, having said this, I would like to persuade you. What you are curing is to make the counties independent. However, in the structure of ...

renovations in the county assembly, we go back to the county executive? That will be the wrong way of enacting a law. I propose that we add 109(d) to address this. Having said that, allow me to make one running comment on the state of counties

12 Nov 2024 in Senate:
how our governors and MCAs are working. There has never been greater deceit in this country. There has never been an opportunity for greater connivance to steal like what is happening in some of our counties and Kakamega being one of them. In my county, we ran a project running into billions, the so-called 10-mile-per- ward project and millions of shillings were sunk in. However, when you go to Kakamega, there is no single 10-kilometre-road project that is complete in any ward. Our MCAs, especially in Kakamega, have been reduced to cheering squads. You go to a public function where ...
