Before politics, Cecilia had served as a principal in a number of schools. In 2009, the Nairobi based Centre for Mathematics, Science and Technology Education in Africa appointed her the director. In her term of service, she would like to push for improved education standards, elimination of Female Genital Mutilation (FGM) and early marriages as well as women economic empowerment in Bomet.

I want to simply say that, as I mentioned earlier, the Bill seeks to have a regulatory body to regulate the engineering technicians and technologists. At the moment, there is no such body. We have had problems even in the courses that are being undertaken at the Technical University of Kenya because once they graduate, they cannot get employment due to that fact that they cannot be recognised because there is no registration body.

Just like any other Bill that forms a regulatory body, the Bill has got sections. One section is for who exactly is to be registered. We still have a step further, during the Third Reading, where we can do amendments. I will call Members to amend such that there are clear roles that will be specific for the engineering technicians and technologists.
