  • 15 Apr 2015 in National Assembly: Therefore, I really want to support the Bill. As I said earlier, it is only good for hon. Members to further discuss the Bill. Those Members who feel that it contains unethical and unreligious provisions should kindly bring appropriate amendments during the Committee Stage. The Health Bill that has been mentioned, which is taking long to come, has no relation at all with this Bill. We have so many Bills and one can inform the other. This one is particularly articulating the issue of assisted reproduction. So, it has no relation with the Health Bill. Let the Health Bill come ... view

  • 20 Nov 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker, for giving me this opportunity to also support the Environmental Management and Co-ordination (Amendment) Bill, 2014. The purpose of this, as clearly stated, is to comply with the Constitution, and to ensure that there is proper co-ordination and management of the environment. Previously, this was done by various institutions, some of which were in conflict with one another. Some had overlapping responsibilities while others had been overtaken by events. I, therefore, want to appreciate the Mover of the Bill. It is quite timely; the various amendments it has proposed cannot be ignored. Last week, ... view
  • 20 Nov 2014 in National Assembly: parents would plant a tree. He also initiated planting of trees along the highways, which is now being adopted by many counties, which is really good. In the cities, air is polluted through carbon dioxide that is emitted by various vehicles and high population of industries in cities. The tree planting programme advised that to curb pollution, it is good to make cities green by planting trees in every available space. It is good to plant trees so that they may absorb harmful gases. When we talk of the environment, all of us know that the late Prof. Wangari Maathai ... view
  • 12 Nov 2014 in National Assembly: Thank you, hon. Deputy Speaker for giving me this opportunity. I stand here to support the Public Service (Values and Principles) Bill (National Assembly Bill No. 29 of 2014) which once passed, will bring sanity in Public Service. That way, we will go a long way in achieving our mandate within a certain given time. Hon. Deputy Speaker, quality service is also dependent on the qualifications of the people. If people are not qualified, then no one should expect quality services. Secondly, as stipulated here, this Bill seeks to put in place certain high standards of professionalism. In particular, I ... view

  • 12 Nov 2014 in National Assembly: people to build it. However, those technicians and technologists are not registered. Our lives are, therefore, completely endangered in the sense that when a profession is not regulated, then anybody can say that they can build. Many buildings have collapsed and you cannot sue the masons. They are not registered since there is no body to register them. They normally use the certificates of other seniors like engineers. Therefore, they cannot be accountable. This Bill emphasizes the fact that one has to be accountable for any actions or malpractices. In the near future, I will bring a Bill seeking to ... view

  • 20 Mar 2014 in National Assembly: Thank you very much, hon. Temporary Deputy Chairman. I want to support this amendment. It is not anything new because we are aware that before any Christian marriage there are three announcements made in church. It is at that time that one is required to give an objection in writing and state reasons. Rather than people going to court to get a court order in the last minute, it is good for the Minister to look at the issue and recommend, if they so wish, to the registrar for further discussion. It is good because it will avoid the last ... view
  • 25 Feb 2014 in National Assembly: Thank you very much, hon. Temporary Deputy Speaker, for giving me this opportunity. I stand to also echo the sentiments of my colleagues and support the appointments of the two persons to PSC. When I look at the two, they have met the regional and gender balance. A lot has been said about their academic credentials, experience and, of course, no doubt, they have had a lot of experience in public administration. I want to say that I have had the privilege of working with Lonah Mumelo. I was once a principal of a school and we knew each other ... view
