  • 26 Jan 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for this chance to also contribute on the Privatisation (Amendment) Bill. Just like my colleagues have said, I do not want to repeat much. I want to concur and support this Bill with some reservations on some clauses that I would like to be amended during the Third Reading before the Bill is finally passed into law. I partly support Clause 5(1)(d). It is talking about approval by the relevant Committee of Parliament. That is substituting with the words “competitive process”. We should have a standard procedure of appointing commissioners. Most of the commissioners ... view

  • 26 Jan 2017 in National Assembly: If we are not very careful, we will find that issues that may not conform to what the majority would go for may be passed. So, I call upon the Members who are here to further scrutinise these Bills. Let us be vigilant during the Third Reading so that we make laws that will serve this country and not benefit only few persons. Hon. Temporary Deputy Speaker, there must be a follow up on the privatised entities. There are many legislations that protect the girl and boy-child from being sexually offended. However, we noticed that the implementers – those who are supposed to protect them-- -For example, when reporting sexual offences, there should be a desk where a report can be made in privacy but this rarely happens. • 24 Nov 2016 in National Assembly: Hon. Temporary Deputy Chairman, I oppose the amendment because it had requested to have two members appointed. I now see a whole list of members and that is why I asked the Chair to look at the principal Act to see whether other members existed and they were only adding two more. If they are adding all these members, that council will be bloated. That is why we must look at the numbers. What is the maximum number? I oppose the large number being proposed. view
