  • 18 Nov 2015 in Senate: Mr. Speaker, Sir, I would like the Vice Chairperson to clarify the preparedness of the IEBC, basing the facts on the 2013 Elections. This is because the IEBC officials said that some of the constituencies would be digitized in terms of the gadgets to be used, such as the Biometric Voter Registration (BVR) kits and so on.   • 18 Nov 2015 in Senate: On a point of order, Mr. Speaker, Sir. I thought we were ready yesterday to complete the Presidential Memorandum. However, arising from the issues whereby it needed guidance and directions from the Chair, that is why they are not on the Order Paper because we are waiting for the ruling before we can embark on it. How do you expect us to continue with Order Nos.8 and 9 of yesterday yet you are the ones who said the Chair deferred it until a ruling is made by the Speaker? So, nobody is being favoured. A while ago, we had at least 25 delegations. While taking a cup of tea, we also asked Members not to leave. These are not personal Bills and we need to echo the sentiments advanced by the Senate Minority Leader.   • 17 Nov 2015 in Senate: On a point of order, Mr. Temporary Chairperson, Sir. I remember very well the last time we considered this Presidential Memorandum. The only thing that was remaining was the putting of the question on whether or not to approve it. We went through all the amendments. view
  • 17 Nov 2015 in Senate: Mr. Temporary Chairman, Sir, the point which Sen. Orengo argued about was reservation vis-à-vis recommendation. Overall, it is to consider the Memorandum of the President the way you have put it. Whichever it is, the issue is if you want to disagree with the Memorandum, you have to have 32 votes. If you want to agree with the same, you have to have a minimum of 24 votes. Therefore, if you have 23 votes, you have not been able to acquire the minimum requirement. Therefore, it is a loss. We should proceed from that point. view

However, if I am not wrong, I remember the issues being raised now were raised before. When this memorandum was tabled, the Speaker deferred it in a ruling in which he said that whether the President was within the law in terms of admissibility or The electronic version of the Senate Hansard Report is for information purposes only.
