Kang’ata to the nation that what we are doing here is completely negative and it will impact negatively on the country. That is not the case. The reduction of the number of years from four to three will not only be unfriendly to the investors, but will also scare them away. So, I oppose the amendment. view

I rise here to reject the first amendment which deals with Clause 4 and support the second amendment which deals with sub-clause 5. What is being discussed in Clause 4 is a national function and not a county function. Listening and looking very carefully at where we are as a country financially, it is not fair to unnecessarily over-burden the taxpayers. As we are aware, it is not all officers who work in this Parliament who are trained as police officers. As I support this amendment, I wish we could give the Mover some time and keep this amendment pending. This is so that this expression reading “not exceeding two years” can be amended further; it is so lenient. This could mean even two or three days. It should be amended further. view
